Since the abolition of agricultural tax in 2006, the burden on farmers has been greatly reduced. But this does not mean that the burden on farmers will be gone. In some places, new situations and problems have emerged in farmers' burden, and there has been a "recessive" rebound in recent years. For example, some have diverted past arbitrary fees to farmers to new agricultural operators and village-level organizations, some have developed village-level public welfare undertakings beyond the affordability of farmers, borrowed money to carry out construction, and some have deducted fees against the wishes of farmers in implementing the policy of strengthening farmers and benefiting rich peasants, while others have devised names and changed ways to charge farmers indiscriminately.
Why does the burden of farmers rebound "recessively"? From a deep point of view, the institutional and institutional factors that cause farmers' burden have not been completely eliminated. Due to the long-term urban-rural dual structure, rural development obviously lags behind urban development, the investment mechanism of rural infrastructure and public services is not perfect, and the input responsibilities of governments and farmers at all levels are not clearly defined. In addition, some departments are not strict in implementing policies, while others encroach on the interests of farmers for the benefit of the departments, thus increasing their burden.
It is not easy to reduce the burden, and it is even more difficult to ensure that the burden of farmers does not rebound. This "circular" shows us the long-term nature, complexity and arduousness of lightening the burden on farmers. This year's Central Committee document No. 1 stressed that "resolutely investigate and correct corruption in agriculture-related fields that infringe upon the interests of the masses and increase farmers' burdens." the problem of farmers' burdens is related to farmers' vital interests, and local governments should attach great importance to lightening farmers' burdens. Only by improving and strictly implementing various systems to reduce farmers' burden, expanding the scope of comprehensive management of farmers' burden, and truly establishing a long-term mechanism for supervising farmers' burden, can we effectively control the burden and prevent rebound.
