In recent years, with the acceleration of urbanization and the construction of ecological civilization, some local governments enjoy great achievements and engage in landscaping "image projects". Planning often invites "famous masters" to do it, but compilation and changes are quite random, and the farce of "short-lived greening" of "digging and digging" is staged from time to time; in order to pursue "high-end" and achieve "one-day forest", regardless of cost, a large number of big trees, old trees and valuable trees enter the city.

People who have professional common sense in professional departments are naturally aware of the unscientific aspects of these practices. All the money spent is public money. the more it is spent, the more "short-lived" the project will be, the more interests the department will retain and the more opportunities for rent-seeking. why not?. We can imagine what kind of trees grow on such "soil".

Sort out all aspects of landscaping in the greening corruption case, planning and design blindly reflect the will of the officer; bidding formalism is serious; a lot of clandestine operations; seedling procurement a lot of muddled accounts, pricing is too arbitrary; acceptance and other technical links often go through the formalities. The whole process is lack of open and transparent effective supervision mechanism and restraint system.

To prescribe the right remedy to the case and curb corruption in greening, there is an urgent need to put power in the cage of the system and bask in the sun of supervision.

The system should be defended. The corresponding system should be established and improved in the whole process of landscaping project to better ensure the standardized exercise of public power. Specifically, for example, project decisions need to be supervised, and the accountability system for decision-making needs to be further improved; electronic bidding that can effectively reduce illegal operations such as accompanying bids, negotiating bids, and encircling bids can be strengthened; and financial expenditure should be strictly audited.

Sunlight is the best preservative. Hold on to the two "seven inches" of planning and funds, and disclose the information about the whole process of landscaping, whether the planning is reasonable, where the money is spent, and how much is spent in each link. All these are subject to the supervision of society and public opinion.

In fact, these supervision mechanisms and restraint systems are also being vigorously built and improved, but there is still a certain gap between the actual effect and the psychological expectations of the public. The technical content of landscaping engineering is high, and the planning and seedling value are relatively vague. For example, old and famous trees vary greatly among individuals, and it is difficult to "compare goods with others", so pricing is arbitrary and easy to leave more room for rent-seeking. Due to the lack of professional knowledge, the "asymmetric supervision" of the public is actually difficult to form real constraints. Therefore, we can consider introducing professionals to audit and supervise the whole process: whether the planning is scientific and reasonable and whether it is good value for money; whether there is price misrepresentation in seedling procurement; whether the effect of the greening project is as expected and whether it is sustainable. After the introduction of professional strength, decision-making will be more scientific and prudent, and the space for rent-seeking will be greatly squeezed.

On this basis, landscaping can consider adopting more forms of services purchased by the government, so as to transform government departments from the most direct participants to regulators, and give better play to their professional and management specialties. stand in the position of public service providers to work with the public to restrain and supervise market-oriented public service providers.
