At the Politburo meeting held on December 14, it was proposed that the work of "agriculture, rural areas and farmers" should be regarded as the top priority of the whole party's work, and at the same time, more attention should be paid to doing a good job in urban work. This means that in 2016, the "three rural" work still occupies an extremely important position in the overall economic layout. Ye Xingqing, minister of the Rural Economic Research Department of the Development Research Center of the State Council, said that the future agricultural development is mainly to make up for the shortcomings of agricultural modernization and truly realize the synchronization of the four modernizations.

That is, we should reverse the situation after agricultural modernization as soon as possible, because the central government requires the simultaneous development of the four modernizations, but agricultural modernization is a weak link. This year's Politburo meeting also stressed that urbanization is the only way to modernization. We should promote the urbanization of migrant workers and accelerate the urbanization rate of the registered population. To promote the healthy development of urbanization, there are several outstanding problems at present: one is the inventory problem of real estate, which is a preventive measure for us to prevent the real estate bubble and even guard against the systemic risks brought by the bubble burst, that is, to promote the inventory of real estate; the second problem is the urbanization of migrant workers, that is, the implementation of institutional reforms to promote the full coverage of basic public services to the urban resident population; the third is to pay attention to the ecological environment. From the perspective of improving the efficiency of land use, it should be a compact urbanization, that is, it should not be spread and waste land resources.
