Wu Qing particularly emphasized the role of capital in going to the countryside. He believes that only by allowing various elements, especially capital elements, to flow freely into rural areas, can rural areas create more wealth, and farmers can be "rich without leaving the countryside."

To this end, Wu Qing believes that it is necessary to let the market play a decisive role in the allocation of resources, remove all kinds of unreasonable restrictions on capital going to the countryside, which are not in line with the direction of market reform, and truly let capital flow between urban and rural areas.
