How to reform is a systematic project. The residence permit system should be generally implemented, and city managers should break local protectionism, provide basic public services equal to those of local people for the "new generation of migrant workers" living here, and the most important thing is the establishment of a social security system. In addition to old-age insurance, special attention should be paid to unemployment insurance to help migrant workers with unstable jobs tide over the difficult period. Local governments should gradually lower the threshold for migrant workers to enter the household, establish, improve and actively promote the points settlement system.

Second, bring the "new generation of migrant workers" into the urban housing security system. The city government should formulate corresponding policies for migrant workers to obtain urban housing, adopt a variety of ways to protect the basic housing needs of the "new generation of migrant workers", and promote the citizenization of the "new generation of migrant workers" in an orderly manner. On the issue of migrant workers' housing, the government should increase the investment in low-rent housing, comfortable housing, price-limited commercial housing and other indemnificatory housing. In the long run, we should comprehensively consider the realization of farmers' land rights and interests after entering the city under the rural collective land system, that is, the land owned jointly by migrant workers as a collective member should be transformed into their personal property income and become the "first bucket of gold" for them to buy urban housing. For this reason, we must implement the supporting reform of the land system and the household registration system.

Third, strive to improve the civilized literacy of the "new generation of migrant workers" through a variety of ways. Including providing free or low-tuition vocational education and vocational training for the "new generation of migrant workers" to help them master more and better livelihood skills; strengthening the communication between the "new generation of migrant workers" and citizens so as to understand and accept each other; integrate urban and rural cultures, and strive to integrate the rules of local civilization that still exist in the "new generation of migrant workers" with the rules of modern civilization in the city, and move towards harmony. Starting from being good-neighborly and friendly, we should establish a new cultural criterion in line with interpersonal relations in modern society, realize the re-socialization of the "new generation of migrant workers" and promote their integration into the city.
