On September 24, the Ministry of Agriculture held a symposium on fishery administration in relevant provinces, autonomous regions and cities in the Yangtze River Basin in Shanghai and announced the formal establishment of the Yangtze River Basin Fisheries Administration Supervision and Administration Office (referred to as the Yangtze River Office). Niu Dun, vice minister of agriculture, stressed when attending the meeting that the establishment of the Yangtze River Office will open a new journey in inland fishery management, write a new chapter in the conservation and management of China's aquatic biological resources, and protect China's precious rivers and lakes. Ensuring the sustainable development of fisheries and realizing the dream of a "beautiful China" are of great and far-reaching significance.

Niu Dun pointed out: at present, China is in a critical period of changing the mode of economic development, and the contradiction between economic development and ecological environment protection has become increasingly prominent. The 18th CPC National Congress put the construction of ecological civilization in a prominent position, and the protection of ecological environment has risen to the strategic height of the country and integrated into the overall situation of economic and social development. Water ecological civilization is an important part of the construction of ecological civilization. Water fishery administration and aquatic biological resources conservation play an irreplaceable role in promoting regional economic and social development, maintaining basin ecological balance, ensuring national food and ecological security and so on.

Niu Dun demanded that after the establishment of the Yangtze River Office, it should vigorously advocate the concept of ecological civilization in the relevant river basins and waters, strengthen the system design and mechanism construction of water ecological protection, strengthen fishery administration supervision, and strictly enforce fishery law enforcement. to curb the trend of deterioration of ecological environment and decline of aquatic biological resources in inland waters from the source. It is necessary to strengthen the construction and management of nature reserves, strengthen the environmental impact assessment of project construction, implement ecological compensation measures, vigorously carry out the multiplication and release of aquatic biological resources, protect and restore important fishery resources and habitats of endangered aquatic wildlife, and promote the organic combination and coordinated promotion of ecological protection and economic and social development in water areas. The Yangtze River Office should inherit and carry forward the spirit of China's fishery administration, vigorously promote the legalization, standardization and modernization of fishery administration, and strive to create a new situation in river basin fishery management.

The Yangtze River Office is the first inland regional fishery supervision and administration organization in China, and it is also the first administrative agency established by the Ministry of Agriculture. It is mainly responsible for fishery administration and conservation of aquatic biological resources in relevant basins, important waters and border waters south of the Yellow River Basin. Covers the Yangtze River, Pearl River, Yarlung Zangbo River, Huai River, Lancang River, Nujiang River, Minjiang River, Qiantang River and border waters, as well as Poyang Lake, Dongting Lake, Taihu Lake, Namtso Lake, Chaohu Lake and other lakes. It involves 20 provinces (autonomous regions and municipalities), including Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Xizang, Shaanxi, Gansu and Qinghai.
