On September 25, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Industry and Information Technology, the General Administration of Industry and Commerce, the General Administration of quality Supervision and Quarantine, the General Cooperative of supply and Marketing, and the Agricultural Development Bank jointly held a national teleconference on cotton work to analyze the cotton production and marketing situation in the new year, and to make arrangements for the reform of cotton purchase and marketing and other related work.

The meeting pointed out that domestic cotton demand is expected to recover in the new year, and the gap between domestic production and demand is expanding in that year. Relevant departments and local governments should earnestly perform their duties, properly handle the relationship between new cotton sales, reserve release, and import arrangements, protect farmers' interests and improve textile competitiveness, and guide market cotton prices to operate within a reasonable range. to maintain the total balance of domestic cotton supply and demand and the basic stability of the market.

The meeting made arrangements for the purchase and sale of cotton in the new year: first, conscientiously implement reform measures and explore a new cotton purchase and sales system. Strengthen overall planning and coordination, carefully organize and implement, to ensure the success of the target price reform. The second is to make clear the orientation of government functions and conscientiously do a good job in supervision and service. We will effectively prevent problems such as excessive government intervention and inadequate supervision by strengthening cotton market and quality supervision, coordinating financial institutions to ensure the supply of funds for cotton purchase, and guiding large cotton enterprises to play an exemplary and leading role. The third is to do a good job in market guidance and regulation to create a market environment for promoting the purchase and sale of new cotton. After the beginning of the new year, the state suspended the release of cotton reserves in order to guide enterprises to actively purchase, process and sell new cotton. In 2015, cotton imports will be properly arranged according to the domestic supply and demand situation. Except for issuing the tariff quota of 894000 tons promised by China's accession to the WTO, the import quota will not be increased in principle, so as to guide domestic textile enterprises to make more use of domestic cotton.
