The "five small water conservancy" projects will be built in the hilly areas according to local conditions, and rainwater harvesting and water saving irrigation will be developed. The third is to establish the reverse pressure mechanism of water-saving irrigation. Implement the strictest water resources management system, implement the total amount control and quota management of irrigation water, and the corresponding reasonable formation mechanism of agricultural water price, so as to form a performance appraisal and economic adjustment mechanism conducive to the development of water-saving irrigation.

The fourth is to establish an incentive mechanism for water-saving irrigation. We will actively explore ways to realize the assistance of private offices, replacing compensation with awards, and building first and then replenishing, and encourage and guide farmers, farmers' water use cooperation organizations and new agricultural operators to become the main bodies in the construction and management of water-saving irrigation projects. We will attract social capital to invest in water-saving irrigation by improving preferential policies such as price, taxation and finance. Explore the establishment of water-saving irrigation water-saving right to use trading and government buyback mechanism.

The fifth is to establish a long-term operation mechanism of water-saving irrigation. We will actively promote the reform of the property rights system of water-saving irrigation projects, clarify the ownership and use rights of the projects, and establish a responsibility system for management and protection. Strengthen the construction of grass-roots water conservancy service system, strengthen irrigation experiments and the application of results, and scientifically guide water-saving irrigation. We will improve the professional and socialized service ability and level of water-saving irrigation, so that water-saving irrigation projects can be successfully built, well managed and benefit for a long time.
