Rural Reform should be driven by "confirming the right of Land"

Rural land is a scarce resource and a basic factor of agricultural production. In the past, land was the lifeblood of farmers, and the loss of land meant no food and lost the production and living conditions on which they lived. History and practice show that every economic development and historical change in our country benefits from the rural land reform. As we all know, China's reform takes rural areas as a breakthrough, and the key to rural reform is to start with the adjustment of land policy and gradually form a rural land contract system with the separation of ownership and contracting rights. Although after years of reform, there are still some outstanding problems and contradictions that need to be solved urgently in the current rural reform and development. for example, the contradiction between the decentralized contracting of rural land and the large-scale operation of agricultural development, the contradiction between farmland development and the interests of farmers. These problems are not only the key points and difficulties of the current rural reform, but also the obstacles that can not be bypassed in the process of building a new countryside.

At present, China is facing the most serious economic and social problems and even political problems, in the final analysis, it is still related to the land system. It can be said that if the land problem of farmers is not solved, almost all other economic and social problems and even political problems cannot be solved fundamentally. With the development of industrialization and urbanization, contradictions involving land are common. The main reasons are whether farmers' wishes are respected, whether the standard of compensation for land expropriation is reasonable, and whether the security of farmers who have lost land is implemented in the process of land conversion. These problems are directly related to the price of land expropriation and the interests of farmers.

Generally speaking, so far, our country has not established a modern land property right system suited to the development of socialist market economy. Judging from the land system implemented in most areas at present, because the property right of rural land is not clear, farmers' right of disposal, discourse and autonomy of land contractual management rights are very limited, resulting in continuous contradictions in rural land requisition and demolition, and cadres and masses complain incessantly. Looking back to the source, the crux of the problem lies in the separation of legal ownership from its economic ownership in the current rural collective land ownership system in China.

Therefore, in the process of deepening rural reform, we must take the land system reform as the starting point, further improve the property rights of rural collective land as the engine, and find a balance between protecting farmers' land property rights and safeguarding the government's land management rights. On the one hand, it must be recognized by farmers, through the registration and issuance of land rights, to clarify the rights of farmers to contract land, such as transaction, inheritance, mortgage, shareholding, lease, etc., extend the term of land use, innovate land use rights and property rights, and do everything possible to increase farmers' property income. On the other hand, we must meet the needs of rural development at present and in the future, break the current administrative monopoly pattern of land expropriation, realize the market optimal allocation of rural land resources, and consolidate the development of modern agriculture, especially the foundation of land scale management. we will develop and strengthen the collective economy and promote the development of rural productive forces.
