The report points out that the relationship between people and cultivated land in our country is deteriorating day by day, mainly in two aspects: one is the sharp decline in the quantity of cultivated land, and the other is the declining quality of cultivated land.

Relevant people from the Jiangxi Provincial Department of Agriculture told our reporter that they had repeatedly made requests to the land and resources department to understand the quality and total area of cultivated land, but they were all rejected by the land and resources department on the grounds of confidentiality.

In this regard, the relevant person in charge of the cultivated Land Protection Department of the Jiangxi Provincial Department of Land and Resources said in an interview with our reporter on August 6 that "this is not the case." The quality of supplementary cultivated land is poor.

In addition to replenishing the quantity of cultivated land like a "mystery", the reporter also found that the quality of supplementary cultivated land is not optimistic.

"I don't know what's going on in other places, but in Shaoyang, houses and development occupy fertile land with convenient transportation and good farming conditions, while basically they are mountainous areas that can't be cultivated at all." On August 12, on a newly opened mountain in Caiyi Township, Daxiang District, Shaoyang City, Hunan Province, local villagers told a visiting reporter of this newspaper.

The villagers told reporters that the mountain area has a total area of more than 1200 mu, belonging to several nearby villages. Two years ago, the local land and resources department invested money to level the mountain and then contracted it to a boss in the next county who had been working for the land and resources department for a long time to grow Camellia oleifera.

"this is obviously a mountain area, how can it be turned into arable land by planting Camellia oleifera?" The villagers asked inexplicably.

According to the reporter's understanding, according to the "measures for assessing the balance of occupation and compensation of cultivated Land" implemented since August 1, 2006, after the completion of the land development and consolidation project, the land and resources management department, together with agriculture and other departments, shall organize acceptance in accordance with the relevant regulations on the acceptance of land development and consolidation projects. Moreover, the implementation of land development and consolidation projects for supplementary cultivated land shall be the same as or higher than the grade of occupied cultivated land, and the area of supplementary cultivated land shall be determined according to the area of occupied cultivated land; if it is really impossible to achieve the same grade, if it is difficult to guarantee the quality of supplementary cultivated land, projects with similar grades shall be selected and the area of supplementary cultivated land shall be increased according to the conversion method of quantity and quality grade.

In addition, the measures for the Assessment of the balance of occupation and compensation of cultivated Land also stipulates that construction units that have been approved according to law to occupy cultivated land shall peel off the soil in the tillage layer of the occupied cultivated land for use in land development and consolidation projects or other soil improvement of cultivated land. In areas where conditions permit, the units responsible for replenishing cultivated land shall make use of the soil in the stripped tillage layer to improve the quality of supplementary cultivated land.

However, our reporter saw at the scene that the mountain soil is red loam, and there is no tillage layer soil that is common in local farmland.

According to materials provided by the agricultural department of Shaoyang City, from 2011 to 2013, the city set up a total of 201 newly opened cultivated land projects with an area of about 36830 mu. In these newly opened cultivated land projects, the land ownership belongs to the collective ownership. Most of them occupy fertile land on the outskirts of the city, while most of the cultivated land is reclaimed in mountains and hills, and most of the new cultivated land generally lacks effective follow-up fertilization measures. As a result, there is a big gap in the quality of newly opened cultivated land and occupied cultivated land.

According to the results of the investigation on the quality of the newly opened cultivated land in the city in the past three years, according to the evaluation system of farmland quality, the site condition of the newly opened cultivated land is poor, and the soil samples tested by the quality supervision and inspection center of agricultural products have low soil fertility and weak ability to preserve fertilizer and supply fertilizer. the profile is imperfect, the surface slope is large, the plough layer is shallow, the leakage of fertilizer and water is serious, and the texture is too sand or sticky, and the soil permeability is poor. There are some outstanding problems, such as strong acidity of soil, highly unsaturated base and inadequate infrastructure of water conservancy and irrigation.
