Five relationships should be handled correctly to promote the development of leisure agriculture

On October 11, the National Leisure Agriculture Experience Exchange Meeting was held in Nanjing, Jiangsu Province. The meeting proposed that leisure agriculture should be integrated with modern agriculture, beautiful villages, ecological civilization and cultural and creative industry construction closely around the goal of promoting farmers 'employment and income increase and meeting residents' leisure consumption. With farming culture as the soul, beautiful countryside as the rhyme, ecological agriculture as the foundation, innovation and creation as the path, and simple villages as the shape, more attention should be paid to standardized management, connotation upgrading, public service, cultural exploration and atmosphere construction, and the construction of perfect policy support should be accelerated. Public service, publicity and promotion, capital investment and other supporting systems, through deepening reform, will release the great potential of strong power and demand for development, and promote the formation of a development pattern in which the government supervises according to law, the business entities abide by the law, and urban and rural residents enjoy civilized leisure.

Yang Shaopin, a member of the leading party group of the Ministry of Agriculture, pointed out in his speech that the development of leisure agriculture has fully demonstrated its economic function of promoting income increase, social function of driving employment, cultural function of protecting and inheriting farming civilization, ecological function of beautifying rural environment, promoting agricultural areas to become scenic spots, pastoral parks, air popularity, labor movement, agricultural products into commodities, making use of idle rural land, enriching farmers 'leisure time and allowing surplus labor to flow. Enlivening the traditional culture has played an irreplaceable role in the economic and social development of agriculture and rural areas, and has become a strategic emerging industry to promote agriculture, beautify the countryside and enrich farmers.

Yang Shaopin stressed that to further promote the development of leisure agriculture, we must follow the overall principle of "taking agriculture as the foundation, scientific planning, adapting to local conditions, highlighting characteristics, strengthening service, standardizing management, government guidance and social participation", correctly handle the relationship between market decisions and government guidance, and give full play to the decisive role of market allocation of resources according to the requirements of "industrialization of supply, product quality, marketing informatization, service specialization and intelligent management". The government should guide the development direction of leisure agriculture by formulating development plans, promote the standardized and orderly development of leisure agriculture by strengthening management, and create an environment for the development of leisure agriculture by formulating policy measures and increasing public services. Correctly handle the relationship between farmers 'main body and social participation, actively explore the establishment of multi-participation and win-win mechanism under the premise of highlighting farmers' main body status, not only promote the development of leisure agriculture, but also maximize farmers 'interests, and never let "farmhouse fun" become pure "boss fun". Correctly handle the relationship between the perfection of facilities and the protection of cultivated land, regard the occupation or non-occupation of cultivated land as little as possible as an important principle issue that must be taken seriously, do not be greedy for foreign resources in the selection of development mode, give priority to the development of leisure agriculture types that do not occupy cultivated land according to local conditions, guide leisure agriculture to develop on barren hills, barren slopes, barren beaches and other land, and make great efforts in economy and intensification. Correctly handle the relationship between economic benefits and ecological benefits, follow the principle of paying equal attention to economic benefits and ecological benefits, and take a resource-saving and environment-friendly development path under the condition of overall consideration of resources and environmental carrying capacity, and strive to make leisure agriculture a demonstration industry of ecological civilization. Correctly handle the relationship between point creation and surface promotion, and form the scale effect of "beads forming lines and strings forming surfaces" by combining point innovation, line imitation and surface popularization, so as to realize the all-round, coordinated and sustainable development of leisure agriculture.
