At present, the three staple grain stocks of rice, wheat and corn are abundant, which can fully meet the domestic market and calmly deal with emergencies. However, with the continuous growth of population, the continuous promotion of industrialization and urbanization, the upgrading of consumption structure and the expansion of the use of grain industry, China's grain demand continues to show rigid growth, while it is becoming more and more difficult to stabilize production and increase production. Grain supply and demand will be in a tight balance for a long time. At the same time, the post-natal loss of grain in China is huge. According to estimates by relevant scientific research institutions and experts, farmers lose more than 70 billion jin of wasted grain every year in storage, transportation, processing and other links alone, close to 6% of the total annual output.

Ren Zhengxiao believes that the backward grain storage conditions of farmers, the weak storage and transportation system of enterprises, and excessive grain processing are the main reasons for the current grain loss and waste.

Specifically, in China's grain storage system, about 500 billion jin of grain is stored in the hands of farmers every year. At the same time, although the total grain storage capacity exceeds 300 million tons, it still can not meet the demand for safe grain storage. The loss of grain in the storage link is serious.

The backward mode of grain logistics results in the loss of a large amount of grain in the process of transportation. At present, the proportion of grain in bulk, bulk transportation, bulk storage and bulk unloading is low, and the facilities such as warehousing, logistics, loading and unloading, handling and so on do not match, resulting in serious throwing losses.

The loss of rations resources caused by excessive processing of grain and oil has reached more than 15 billion jin.

To reduce waste is to increase output.

In order to ensure national food security, while doing everything possible to increase grain output, we should try every means to strengthen the scientific management of post-natal grain and effectively improve the ability to save grain and reduce losses.

Ren Zhengxiao believes that vigorously reducing the postpartum loss of grain is one of the most realistic, feasible, economical and reasonable ways to solve the shortage of grain resources, ensure food security, and realize the sustainable development of agriculture.

In recent years, China has continuously strengthened the construction of grain warehousing and logistics facilities, vigorously repaired and renovated "dangerous old warehouses", tapped the potential for grain saving and loss reduction, and demanded food security from grain conservation. According to the latest data of the State Grain Administration, since the implementation of the "Farmers' Scientific Grain Storage Project" in 2007, a total of 8.17 million new sets of grain storage equipment have been allocated to 26 provinces across the country, reducing the grain storage loss rate of beneficiary farmers by an average of 6%. Reduce the grain storage loss of 900000 tons for these farmers every year We will vigorously carry out the construction of storage facilities and the transformation of "dangerous old warehouses", popularize new grain storage technologies, reduce the loss rate of dangerous old warehouses and open-air grain storage by nearly 3% on average, actively guide processing enterprises to carry out technological upgrading and appropriate processing, increase the utilization rate of rations resources by an average of 7%, and vigorously develop the four-bulk logistics mode of "bulk, bulk transportation, bulk storage and bulk unloading" of raw grain, so as to reduce the loss rate of grain transportation by an average of 2%.

At present, there is great potential and space for grain saving and impairment in our country. According to the calculation of China's total grain output of 1.20387 trillion jin in 2013, if the grain loss rate is reduced by 2 percentage points, 24 billion jin of grain can be saved in one year, close to the increase in grain production in 2013.

Take more measures to promote grain saving and loving grain

At present, the reduction of grain saving is still faced with many problems and difficulties, such as farmers' scientific grain storage is difficult to popularize on a large scale because of the shortage of funds, and the contradiction of insufficient grain storage capacity is prominent. Ren Zhengxiao believes that in order to achieve tangible results in grain conservation, we must comprehensively implement the grain collection, storage and supply security project, strive to form an economical and intensive, green, low-carbon, scientific and healthy grain circulation mode and consumption pattern, and establish a new grain conservation and impairment mechanism led by the government, driven by demand, jointly promoted by the whole people, and society as soon as possible.

Families are the main body of grain conservation and impairment in grain production and consumption, and it is necessary to carry out in-depth selection of "grain saving tips" and "grain-loving homes" promotion activities; enterprises are the main body of grain conservation and reduction in grain circulation and processing links; warehousing, circulation and processing enterprises should speed up transformation and upgrading, and constantly improve the rate of finished grain production and the comprehensive utilization rate of by-products. At the same time, it is necessary to strengthen legislation on loving and saving grain and opposing waste, guide everyone to start with me, save every grain of grain, and strive to form a social atmosphere of loving and saving grain in the whole society.
