On October 16, the Ministry of Agriculture held a national summary and exchange meeting on the integration of professional unified control and green prevention and control of crop diseases and insect pests in Changsha. The meeting summed up and exchanged the results and experience of the pilot project of promoting integration in various places, defined the development ideas, objectives and tasks, and put forward measures to speed up the promotion of integration.

Unified prevention and control is the innovation of the organizational mode of pest control, and green prevention and control is the innovation of the technical system of pest control. The integration of the two is the extensive use of physical control, biological control, ecological control and other green prevention and control measures in the process of unified prevention and control. In the process of green prevention and control, we should give full play to the role of unified prevention and control organizations and the main body of new agricultural production and management, organize and implement them in a unified manner, effectively enhance the organized and scientific level of pest prevention and control, reduce the amount of chemical pesticides, ensure agricultural production, the quality of agricultural products and the safety of the ecological environment, and promote the sustainable development of agriculture.

This year, the Ministry of Agriculture has organized and launched a pilot project for the integration of integrated pest control and green prevention and control of 10 crops, including rice, wheat, corn, vegetables and fruits, in 31 provinces and regions across the country. Judging from the situation in various places, the effect of the pilot project is very obvious. One is to integrate a number of technical models. Various localities have integrated a comprehensive pest management model suitable for different crops, which is economical, practical, simple and operable, which has laid a foundation for large-scale popularization and application. Second, the reduction and control of pesticides is significant. The use of chemical pesticides in the demonstration area has been reduced by 20-30%, the farmland ecological environment has been significantly improved, and the number of natural enemies has increased significantly. Third, it is significant to save cost and increase efficiency. The demonstration area has increased production by more than 8% per mu, saved cost and increased efficiency by 150-200 yuan, and the quality of agricultural products meets the national standards for food safety. Fourth, the demonstration driving effect is significant. This year, 538 demonstration zones have been established, with a demonstration area of 9.2 million mu and 71.6 million mu driven by radiation.

The meeting pointed out that all localities should, in accordance with the principle of "government support, market operation, diversified subjects, and professional services," establish a number of demonstration zones, integrate a number of applicable technologies, cultivate a number of implementation subjects, and promote wide application in a large area. we will achieve comprehensive management of diseases and pests, reduce pesticides and control pests, and promote the high and stable yield and green sustainable development of agriculture. By 2020, the integration of national unified prevention and control and green prevention and control will promote a coverage rate of more than 30%. Demonstration films for high yield of grain, cotton, oil, sugar and other crops and horticultural crop standard gardens will be fully covered. The use of chemical pesticides in the demonstration area will be reduced by more than 20%. The quality of agricultural products is in line with national standards for food safety, and the ecological environment and biodiversity have been significantly improved.

The meeting demanded that agricultural and plant protection departments at all levels must attach great importance to it and regard integration as an important starting point for plant protection work in the new period. First, make full use of pest prevention and control subsidy funds, combined with the establishment of high-yield, standard park and other projects to strive for financial increment, mobilize social resources, and increase support. Second, under the guidance of solving practical production problems, we should strengthen the cooperation between agricultural education and enterprises to tackle key problems, optimize ripening and assembly integrated pest management technology and physicochemical products, and form operating rules. Third, the cultivation of implementation subjects should be regarded as the top priority in promoting integration. We should not only support new agricultural production and operation subjects to carry out integration promotion independently, but also support professional prevention and control organizations to carry out unified prevention and control and green prevention and control services, so as to form a diversified integration and promotion pattern. Fourth, we will focus on building 218 demonstration zones for the integration of unified prevention and control and green prevention and control, and gradually expand to the establishment of demonstration films with high yields, horticultural crop standard gardens, and "three products and one standard" bases, and radiation will lead to the comprehensive management of large areas of diseases and pests and the reduction and control of pesticides.
