On the issue of difficulties in harvesting and selling grain, Li Zhongjun told reporters: at present, all kinds of crops in Heilongjiang Province are growing well and a bumper harvest is in sight, but the difficulty in selling grain is still the main contradiction in the major grain producing areas, because the trading grain is lower than the national temporary storage price. the market circulation is not smooth, and the enthusiasm of many farmers to grow grain has been affected. At present, in order to really solve this problem, Li Zhongjun believes that it is necessary to deepen reform and take various measures to encourage mixed operation.

Li Zhongjun suggested that the state should implement relevant preferential policies in major agricultural producing areas and developed agricultural areas, encourage more agricultural operation of the whole industry chain, allow powerful private capital to provide matching funds for local state-owned grain depots, increase warehouse capacity, and save more for the country. Especially in the current situation of tight land, continuous bumper harvests in agricultural production and insufficient local financial funds, Li Zhongjun believes that it is particularly important to make full use of non-state-owned enterprises to play a social role. Li Zhongjun said: in recent years, due to the outdated storage capacity of state-owned local grain depots in major grain producing areas, a number of new non-state-owned enterprises with complete supporting facilities have been built on a relatively large scale, and their investment has even exceeded that of state-owned local grain depots. These non-state-built storage facilities also play a storage role, but most of them are leased to enterprises directly under the provincial grain bureau and medium grain storage enterprises. This creates a situation in which non-state-owned enterprises do not enjoy the same treatment as local state-owned grain depots, cannot better play a greater role in promoting the economy, and have less incentive to continue to invest on their own to improve grain storage facilities. it has a negative impact on ensuring food security.

Li Zhongjun believes that the start time of the national minimum purchase price should be advanced. In 2013, the mildew grains of corn exceeded the standard, and most of them were about 10%. Due to the unqualified quality, they could not enter the grain depot, so farmers could only sell them to alcohol factories or feed factories. Farmers did not really enjoy the national preferential agricultural policy after a bumper grain harvest, which directly affected the income of farmers.

If the acquisition policy cannot be started in time, farmers can only turn over themselves in the fields to prevent the temperature from rising or Rain Water soaking, resulting in excessive burden, and grain deterioration due to poor safekeeping.

Li Zhongjun also suggested speeding up the construction of a new agricultural management system and developing various forms of scale operation.
