For the "scale" of "scale operation", the "opinion" makes a clear definition, and gives key support to those whose land management scale is equivalent to 10-15 times the area of land contracted by local households, or about 100 mu. In addition, as an important guarantee of land contracting rights, the "opinion" points out that it is necessary to pay close attention to the registration and certification of contracted land rights, properly solve such problems as the inaccurate and unclear area of land contracted by farmers, and improve the contract cooperation. improve the registration book, issue ownership certificates, and strengthen the protection of the real right of land contractual management. In response to the problem of industrial and commercial enterprises entering agriculture, which is widely concerned by the society, the "opinion" reiterates that, on the one hand, industrial and commercial capital is encouraged to develop modern agriculture suitable for enterprise management, and on the other hand, we will strengthen supervision and risk prevention over industrial and commercial enterprises leasing land contracted by farmers. Data show that by the end of June 2014, the transferred area of cultivated land contracted by households across the country was 380 million mu, accounting for 28.8% of the total household contracted cultivated land, an increase of 20 percentage points over the end of 2008.
