For non-operating assets used for public welfare services, the focus is to explore an effective mechanism for collective unified operation, management and protection.

Chen Xiaohua reiterated that in the process of carrying out the pilot reform, we must first protect the rights of farmers. For a long time, the remaining problems such as the vague definition of the members of collective economic organizations will be gradually solved in the pilot process.
