While accepting the reform opinions and suggestions of other ministries and commissions, the Ministry of Agriculture will deploy a deep reform within the national land reclamation system.

At present, there are more than 3200 state-owned and state-controlled enterprises in the national land reclamation system, and the total value of state-owned assets excluding land is as high as 750 billion yuan. Compared with the whole agricultural reform and the reform of state-owned enterprises, the reform of land reclamation obviously lags behind. The subordinate farms of land reclamation have not only agricultural reclamation workers engaged in production, but also schools, hospitals, and even police stations.

An expert informed by the Ministry of Agriculture said that the next step in promoting land reclamation reform is to strip off the farm's social functions such as health care, culture and education, and community management, and transfer them to the government departments where the farm is located. let the land reclamation concentrate on agricultural production and ensure the country's food security.

At present, the Ministry of Agriculture has formulated a land reclamation reform plan, and the specific development path is to explore the plan of cultivating international grain merchants with emphasis on three major agricultural strategic industries, such as grain, natural rubber and dairy industry. The goal of the exhibition is to strive for the annual production of commercial grain to reach 100 billion jin by 2020, which will meet the food rations needs of about 35% of the domestic urban population. at the same time, it will cultivate 2 or 3 agricultural enterprise groups to enter the top 500 in the world.

Data show that at present, there are 34 reclamation areas, more than 2000 state-owned farms and 91.86 million mu of arable land in the national land reclamation system. Agricultural reclaimed land accounts for about 4.5 percent of the country's total arable land, and the total grain output of agricultural reclamation last year was 68.8 billion jin, accounting for 5.7 percent of the country's total grain output in that year.

Xu Xiaoqing, a researcher at the Research and Development Center of the State Council, told the Economic Observer that although the proportion of land reclamation is small in terms of arable land area and grain output, 90% of the grain produced by land reclamation is commercial grain, and most of them are rations. It is a good quality japonica rice, which plays a certain role in stabilizing the domestic rice market price.

Land reclamation system is the product of a specific historical period. Since the founding of New China in 1949, the Chinese government has begun to establish state-owned farms in the border areas and provinces, thus forming a land reclamation management system with the combination of management functions and social functions. After the implementation of "collective ownership of land and household contract management" in rural areas across the country, the land reclamation system has formed another independent and large state-owned farm system.

According to the above-mentioned experts from the Ministry of Agriculture, there are now more than 3200 state-owned and state-controlled enterprises in the national land reclamation system, excluding land and other resource assets, and the assets of these state-owned enterprises are as high as 750 billion yuan. At present, the Ministry of Agriculture has formulated a reform plan for land reclamation, with the basic goal of gradually stripping off social functions, allowing land reclamation to concentrate on production, and building large international grain merchants, so that by 2020, there will be 2 or 3 agricultural enterprise groups in the national land reclamation to enter the top 500 in the world, and there are 5 agricultural enterprise groups with an annual total income of more than 100 billion yuan.

At the upcoming land reclamation reform conference to be held at the end of this month, the Ministry of Agriculture, together with the National Development and Reform Commission, the Ministry of Finance, and the Development and Research Center of the State Council, will promote the introduction of a series of policy documents on land reclamation reform while deploying the reform of the national land reclamation system.

"going out" strategy

In recent years, the pace of "going out" of Chinese agriculture is accelerating, among which the overall scale of "going out" of agricultural reclamation agriculture is obviously in the position of "vanguard". Last year alone, overseas enterprises in land reclamation achieved an output value of 19.4 billion yuan and a profit of 1.87 billion yuan.

Heilongjiang General Administration of Land Reclamation is the largest commercial grain production base in China directly under the central government. In terms of "going out" in agriculture, Heilongjiang has grain cultivation in Russia, Brazil, the Philippines and other countries and regions. At present, it has planted 1.5 million mu of land in Russia, with a total investment of more than 23.59 million US dollars. According to the analysis of qu Wei, former president and researcher of the Heilongjiang Academy of Social Sciences, it is estimated that Heilongjiang still has the potential to lease 30 million to 50 million mu of idle arable land in the Russian far East, and can build a world grain strategic reserve base with an annual output of about 30 billion jin.

With regard to the agricultural "going out" plan, the short-term goal of the Heilongjiang General Administration of Land Reclamation is to build more than 40 million mu of "extraterritorial reclamation areas" such as grain cultivation, animal husbandry and timber logging in Russia, Brazil, the Philippines and other countries and regions by 2015. In the future, the pace of Heilongjiang land reclamation "going out" will be faster.

In several major domestic land reclamation, the pace of Hainan land reclamation "going out" is also faster. As early as 2009, Hainan Land Reclamation set up trading companies in Singapore to establish trade cooperation with rubber production enterprises in major rubber producing countries in Southeast Asia, which improved the ability to control rubber resources outside the island through trade. Hainan Natural Rubber Industry Group, China's largest natural rubber manufacturer under Hainan Land Reclamation, also has plans to develop abroad in the near future. by 2015, the group will have a production and processing capacity of more than 600000 tons abroad.

According to Wang Shoucong's forecast, according to the current development momentum, in the next few years, China's land reclamation will gradually form an integrated industrial pattern of internal and external connection, production and marketing connection, complementary advantages and mutual promotion.
