The promotion of urbanization should not "only occupy land and ignore people".

On October 13, the local party newspaper in Shanxi published Wang Rulin's speech on research in Taiyuan. This is his second survey since he took office as secretary of the Shanxi Provincial CPC Committee, 45 days after Wang Rulin took office as secretary of the Shanxi Provincial CPC Committee.

During his research in Taiyuan, Wang Rulin chose two villages in the city during his random visit. Wang Rulin stayed in the two "villages in the city" for a long time to gain an in-depth understanding of the situation, but also very "serious" and conscientiously checked the differences between the cadres' reports and the actual situation.

During his visit, he learned that in a village of 500 households, a total of 278 cadres and workers in the village received wages, and the expenditure on the books last year was 3.073 million yuan. In another village, the number of cleaning staff was 135. last year, wages plus garbage removal costs were as high as 1.6002 million yuan, and so many cleaners spent so much money, but in fact, the garbage was not cleaned.

The problems of public dissatisfaction such as dirty mess, chaotic income and expenditure accounts, and non-disclosure of financial affairs in the two urban villages attracted his attention. To this end, in his research speech in Taiyuan, he asked the relevant departments to set up an "investigation team of villages in the city" and "investigate backwards, and we should not make an exception, and leaders should be investigated for responsibility."

In the village survey, Wang Rulin also found a bright spot in village governance. In Xiazaolin Village, Xiazaolin Township, Zhongyang County, through a conversation, he learned that Gao Sanyuan, secretary of the party branch, originally opened a coal mine. In 2012, he began to set up Zhongyang County Houtong Science and Technology breeding Co., Ltd., and is building an annual project of 300000 pigs. Pig breeding, feed, processing, from equipment to technology are world-class, of which it is very important that pig manure can all be treated and utilized. And use the high and new technology of Denmark-collect pig manure, use its fermented heat to provide the temperature needed in winter for the pig house, save the cost of burning coal and power generation, and protect the environment. After fermentation, pig manure is turned into solid and liquid fertilizer, which is specially used to develop walnut, vegetable and other fertilizers. This project adopts the method of adding companies, bases and farmers, which can drive farmers to become rich; Gao Sanyuan, secretary of the village branch, also takes money by himself and helps villagers shake off poverty and become rich free of charge.

Wang Rulin highly praised Gao Sanyuan's work, saying that his practices and consciousness are worth learning.

In his research speech in Taiyuan, Wang Rulin pointed out that the "village in the city" is a special dual regional space in the process of urbanization in China, and the villagers have become "landless peasants" surrounded by urban areas. We cannot "only occupy land, regardless of people" in promoting urbanization. At the governance level of the three Jin dynasties, Wang Rulin put forward six development paths to rebuild the new image of Shanxi and realize the idea of enriching the people and strengthening the province.

Whether we look at the small village to understand the situation of the province, or the expression order of enriching the people and strengthening the province, all send such a signal: the future new normal of the governance of the three Jin dynasties will be the scientific development of people-oriented under the consciousness of the purpose of the Party.
