This year, the grain production situation in Linyi County, Shandong Province is gratifying. The average per unit area yield of summer wheat is 584.7 kg, with a total yield of 496000 tons, and the production of summer grain has achieved "12 consecutive increases." In autumn, the average yield of corn is expected to be 609.5 kg, with a total yield of about 517000 tons. The total annual grain output of Linyi County is expected to exceed one million tons.

Lim Choon-Won, the county magistrate, was very happy and worried about the bumper harvest of grain.

In recent years, Linyi County has arranged project funds as a whole, strengthened the construction of agricultural infrastructure, and meticulously implemented small-scale agricultural water, land consolidation and other projects. The county's high-standard farmland for drought and waterlogging has reached 705000 mu, and has made great efforts to create a high-standard demonstration square of 500000 mu of "drought can be irrigated, waterlogging can be drained, roads are connected, and canals are connected."

"all projects require matching funds from the county, and the entire agriculture-related projects are invested, and the matching rate of funds in the county has reached 50%." Lim Choon-Won said that last year, the vast majority of people's livelihood investment in Linyi County was invested in agriculture.

Linyi is a big agricultural county with little industry. It is good for farmers to invest in agriculture, but it is a loss-making business for local governments. "the incentives and subsidies given by the state to major agricultural counties are somewhat small. Last year, Linyi County received a reward of 20 million yuan, which is equivalent to only 2 cents per mu of land. " Lim Choon-Won said.

"if the state rewards were stronger, we would be more motivated to grow grain." Lim Choon-Won said.

Seeing the drought this year, Lim Choon-Won still has one more worry. At present, farmland in many places is transferred to the hands of large grain growers, and large-scale operation is conducive to agricultural development, but special attention should be paid to avoiding increased risks.

"everyone is looking forward to a good year, but it is impossible to have good weather every year. Once affected by the disaster, the big grain growers will suffer heavy losses. The current agricultural insurance only compensates more than 300 yuan even if one mu of land is destroyed. The transfer fee of one mu of land is about 1000 yuan, plus agricultural materials, machinery and equipment, and other costs, insurance plays a small role, hope to increase the protection of agricultural insurance. " Lim Choon-Won said.

Lim Choon-Won 's third worry is that because of the low efficiency of growing grain, some farmers are not enthusiastic about investing in agriculture. He suggested that for the sustainable development of agriculture, the income of agricultural production should be improved by popularizing technology and increasing investment, so as to arouse the enthusiasm of the broad masses of farmers to grow grain.

These problems have something in common and are difficult problems that need to be solved in the process of modern agricultural development in our country.

At present, various localities have gradually increased their investment in agricultural production, which has consolidated the foundation of agricultural development. Many places actively explore effective measures of financial support and benefit to agriculture, such as specialized agricultural cooperatives and supply and marketing cooperatives, give full play to the bridge role between farmers and financial subjects, and strive to solve the problem of farmers' financing difficulties. With the development of agriculture, farmers get more income from the land, and new agricultural operators such as large grain growers, family farms and farmers' cooperatives continue to emerge, and the problem of "who will farm the land" will be effectively solved.
