According to Liu Renfu, deputy director of the cultivated Land Protection Department of the Ministry of Land and Resources, at present, the situation facing China's land reclamation is that "old debts have not been repaid and new debts are owed." According to incomplete statistics, for a long time, there have been about 130 million mu of man-made damaged land in production and construction activities. with the continuous development of production and construction, about 4 million mu of damaged land has been added every year, of which about 2.75 million mu of land has been damaged by production and construction activities, and more than 900000 mu has been damaged by natural disasters.

In recent years, the research on mine ecological restoration in China has developed rapidly. During the Eleventh five-year Plan period, the central government invested a total of 12.9 billion yuan, driving local finance, enterprises and social funds to invest 50 billion yuan. During the 12th five-year Plan period, the average annual investment of ecological restoration funds in China is 85.78 billion yuan. Thirty-one provinces (autonomous regions and municipalities) across the country have established a deposit system for the treatment and restoration of mine geological environment and a guarantee system for land reclamation costs. According to the planning of the Ministry of Land and Resources, the mine recovery rate in China will reach 35% by 2015.
