Chen Xiaohua, vice minister of the Ministry of Agriculture, believes that the development of agricultural insurance should make breakthroughs in five aspects: first, it is necessary to give full play to the roles of the market and the government; second, it is necessary to improve the framework of the agricultural insurance system; third, it is necessary to promote the innovation of agricultural insurance products; fourth, it is necessary to encourage the development of diversified agricultural insurance institutions; fifth, it is necessary to establish and improve the grass-roots service system of agricultural insurance, and speed up the development of agricultural insurance that meets the needs of China's modern agricultural development. The market risk is mainly reflected in the price changes in the agricultural product market.
