The first is to realize intensive demolition and resettlement. We will improve the overall promotion mechanism of simultaneous demolition and resettlement, supporting infrastructure, equal emphasis on construction and management, and a livable living environment. We will do a good job in ensuring the construction of safe housing for land-expropriated farmers, make intensive and efficient use of land, break the traditional resettlement model of "from heaven to earth", and comprehensively implement the resettlement of high-rise apartment housing. Implement the standardized construction of the community, explore the open property management model, and improve the living taste of the land-expropriated farmers.

The second is to realize the demutualization of collective economy. Under the premise of villagers' autonomy and full respect for the wishes of farmers, the value of collectively owned assets such as land should be monetized, leaving enough of collective economic accumulation and members' social security and community management expenses, and divided into several shares of equal value. fair distribution to all members of collective economic organizations, and clear that each member has the corresponding right to distribute income to collective economic organizations, changing "co-ownership" into "co-ownership". At the same time, according to local conditions, introduce or invest in long-term, high-quality and differentiated projects according to the characteristics of resources, and set up joint stock limited companies, so as to transform villagers into shareholders and village collective economic organizations into the main body of competition in the socialist market economy. Establish a check and balance mechanism of "three associations and four powers" with the main contents of shareholders' meeting or shareholders' Congress, board of directors, board of supervisors and ownership, decision-making power, management power, supervision power, etc., to promote the separation of property rights and governance, actively attract individuals, foreign capital and other capital to enter, flexibly use contracting, leasing, joint-stock operation and other ways to activate property rights, and carry out capital operation or unified management. To ensure the safe operation, maintenance and appreciation of collective assets through clear property rights and standardized management.

The third is to realize the citizenization of welfare security. In terms of labor and employment, we will carry out "one-stop" services of vocational guidance, vocational training, job introduction and follow-up management, so as to encourage, guide and support farmers to realize their dream of employment and entrepreneurship. In terms of the social security system, with the goal of the same standard and full coverage, we will actively absorb farmers to join the urban social security system. In terms of social services, we should vigorously promote the work of "changing villages to housing", explore the establishment of a community management operation mechanism of "separation of social enterprises", and speed up the realization of "integration of urban and rural areas" in terms of system and management. In terms of civilization quality, targeted training activities such as science and culture, health care, domestic service, leisure and entertainment should be carried out to guide farmers to fully integrate into the citizens from the aspects of role consciousness, ideology, social psychology, civilization accomplishment and so on. We should earnestly solve the unhealthy tendency of "defiance" in the process of urbanization, help farmers "wash their feet ashore" and reap the fruits of wisdom and labor.
