With the continuous development of rural economy, the scale of rural collective funds, assets and resources is also increasing, but the management of rural "three capital" in many places is not standard and perfect for a long time, which has gradually become an area with frequent corruption at the grass-roots level. (Xinhuanet, October 28)

Since the 18th CPC National Congress, under the guidance of the central idea of "flies and tigers fighting together", there have been many achievements in the fight against corruption. The corruption of traditional leading cadres at all levels has also exposed the major problem of corruption in rural areas of our country.

Village cadres are small officials, but the villagers have a lot of power. Who is in charge of eating the minimum security? Who is in charge of receiving the state subsidy? Who signs the village land development? . Small officials have great power, giving the unlimited possible nature of corruption among village cadres. The transformation of Taiyuan's' village in the city 'spends tens of millions of dollars just to buy a village head, while the parents of Guangdong village cadres still eat the minimum living standard. The corruption of village cadres is pervasive.

Why do village cadres dare to be so arrogant? First, the management of the "three capital" is chaotic. In some villages, accountants and cashiers do not separate families, and accounts, money, and rights are managed by a single person; in some villages, collective assets often flow to the related households of village cadres, and ordinary villagers do not know, do not ask, and cannot ask; some village collective resources have become village cadres' own resources, and how much, where, and who is using them are all muddled accounts. Second, supervision is weak, superior supervision is too far away, level supervision is too soft, subordinate supervision is too weak, village cadres have become "local emperors". Third, the audit is too weak. Whether it is the application of low-income households or the distribution of state subsidies, who has carefully asked village cadres to verify the actual situation? it is rare for superior departments to run, and the cost of verification is too high, which is almost equal to "zero" effective auditing. what's the difference between formalism and formalism?

However, as the lowest representative of the "country", village cadres have the most contact with the common people, and their words and deeds will have a profound impact on the people's view of the country, and the corruption of village cadres remains unchanged. There is nothing to talk about changing the view of ordinary people that corruption in China has gone deep into the bone marrow. Therefore, the corruption of village cadres must not be indulged.

During the practice of mass line education, centralized rectification has been carried out in many places throughout the country on the management of "three capital" in rural areas, and the management of "three capital" is stepping into the track of effective supervision. However, there are already some areas where documents are implemented to cope with the current treatment of inspections. Here, the author thinks that the key is to put power in the "cage" of the system and learn from good experience, such as the rural property rights transaction management system in Shaoxing, bring the major changes of rural collective "three capital" into the town-level rural property rights transaction service center transactions, proceed from the central government, formulate a unified management system, in order to effectively stop the corruption of village cadres.
