Today, Central China normal University released China's first "Farmers' political ability Index". After data calculation, the national farmers' political ability index is 0.5867, indicating that the overall political ability of farmers in our country is in the middle level.

Starting from the aspects of political knowledge, political concept, political attitude, political evaluation and political participation, this study uses factor analysis to quantitatively analyze 36 subjective and objective indicators that reflect the level of political ability.

Research shows that the political ability of middle-aged male farmers is more prominent. In terms of gender, the political ability index of male farmers is higher than that of female farmers, and from the age stage, farmers under 30 years old and 50 to 60 years old reach the highest.

The political ability of farmers with high education and high income is higher than that of farmers with low education and low income. With the increase of educational level, farmers' political ability index continues to rise, and the rising trend is more obvious; similarly, the political ability index also increases with the increase of income. The study believes that this reflects that highly educated and high-income farmers belong to the elite in the village, pay attention to current affairs and politics, have a clear sense of participation, and have the motivation to participate in public affairs.

The study also shows that, from the perspective of identity, the political ability index of rural managers is the highest, followed by rural teachers, self-employed and private entrepreneurs, and finally farmers.

Based on the "hundred villages observation" platform of China Rural Research Institute of Central China normal University, this study involves more than 200 villages in 31 provinces (autonomous regions and cities). The data come from the follow-up survey for several years.

The "Farmers' political ability Index" comes from the "report on the political Development of Chinese Peasants" released today, which points out that there are four major bottlenecks restricting the construction of the rule of law in rural areas: the system of the rule of law is not perfect and is faced with the dilemma of "no law to follow"; the operation of the rule of law is not standardized and there is the problem of "unfair law enforcement"; the service of the rule of law is not in place, which leads to the dilemma of "having laws that are difficult to use"; the foundation of the rule of law is weak, and we are faced with the problem of "not having laws".
