The key is to adhere to the direction of socialist market economic reform, accurately grasp the spiritual essence and deployment requirements of the central authorities on rural reform, and actively and steadily promote rural reform within the framework of the Constitution and laws.

First, the nature of collective ownership of land shall not be changed. The collective ownership of rural land farmers is the "soul" of the basic rural management system and the fundamental guarantee for the realization of long-term stability in rural areas. China's Constitution clearly stipulates that "the land in rural and urban suburbs, except those that are owned by the state by law, are owned by collectives; homestead, private land and mountains are also owned by collectives." Improving and innovating the basic rural management system is by no means denying the collective ownership of rural land, but on the basis of adhering to collective ownership and stabilizing the land contract relationship, separating the ownership of land, the right of contracting and the right of management, invigorating the right of land management and exploring various effective forms of realization of the right of land contractual management.

Second, the use of land shall not be changed. The introduction of industrial and commercial capital leasing and the management of contracted land by farmers should be conducive to promoting the development of modern agriculture and increasing farmers' income, and must not be "non-grain" and "non-agricultural" of agricultural land. The land resources of our city are very limited, and the per capita cultivated land is seriously insufficient, so we should pay more attention to the intensive and economical use of land resources, especially cultivated land resources. It is necessary to strengthen the control of land use, strengthen the supervision of land transfer, strictly implement the cultivated land protection system, and strictly guard against sticking to the red line of cultivated land.

Third, the interests of farmers must not be harmed. Protecting the interests of farmers is the core issue of all the work of agriculture, rural areas and farmers. On the basis of stabilizing land contracting relations, we should follow the principles of equal consultation, according to law, voluntary, and paid, and promote the transfer of land contractual management rights. Rural land transfer can not be hasty, one-sided pursuit of transfer scale and proportion, rely on administrative orders to set targets, set tasks, speed, resulting in damage to the interests of farmers. It must be made clear that the main body of land transfer is farmers rather than cadres, and the mechanism depends on the market rather than the government. Rural reform must be farmer-oriented, take the protection of farmers' legitimate rights and interests as the starting point and foothold, fully respect the wishes of farmers, and the reform must not damage the interests of farmers.

Reform should release vitality and promote development, and reform should be based on the law and stick to the bottom line. We must always adhere to the basic economic system in rural areas, and must not break down the collective ownership of rural land, reduce arable land and harm the interests of farmers. Leading cadres at all levels must adhere to these bottom lines.
