In order to curb the recent frequent occurrence of safety accidents and illegal fishing activities of fishing vessels in coastal waters, the Ministry of Agriculture issued an emergency notice requiring fishery authorities at all levels and fishery administration and fishing port supervision and management agencies to further enhance their ideological understanding and strengthen organizational leadership. Strict accountability, ensure that various safety management measures are in place, and earnestly do a good job in fishery safety management during recent important international conferences and this winter. Minimize the loss of lives and property of fishermen.

The circular calls on all localities to conscientiously study and understand the spirit of the fourth Plenary session of the 18th CPC Central Committee, resolutely implement the important instructions of General Secretary Xi Jinping and other central leading comrades on production safety, and firmly establish the concept of "managing and promoting fishing according to law." we will further enhance the thinking of the "bottom line" and the awareness of the "red line", fully understand the grim situation facing the current fishery safety production, and constantly promote the construction of a "safe fishery." Combined with the special action of "six dozen and six governance" to crack down on illegal activities, organize production safety inspections, eliminate hidden dangers in fishing vessels, immediately rectify problems and hidden dangers, and punish those who refuse to rectify and fail to do so in strict accordance with laws and regulations. In combination with the measures of the people's Republic of China on the Administration of Fishery crew, which will come into effect on January 1 next year, we will conscientiously organize publicity and implementation work, earnestly strengthen the training of fishermen, and organize emergency rescue drills at sea, guide fishermen to correctly use life rafts and other safety equipment, and improve the crew's awareness of safety and the ability of self-rescue and mutual rescue.

The circular also requires all localities to strengthen their contacts with meteorological and marine departments, pay close attention to the changes in weather and waves, promptly inform every fishing boat, every raft, and every fisherman of meteorological early warning information through shore stations, broadcasts, mobile phone text messages, and other channels, and urge fishermen to take corresponding safety precautions in a timely manner. Take the initiative to coordinate and cooperate with the traffic and maritime departments, and conscientiously implement the spirit of the "Memorandum of Cooperation on Water Safety Management of the Ministry of Transportation and Agriculture". Take targeted measures such as joint cruise management, issuing navigation notices and early warning information, strengthening supervision and inspection, safety warning education and other targeted measures to strictly prevent commercial fishing vessels collisions and other major accidents. Actively coordinate and cooperate with border defense, maritime police and other departments, strengthen maritime law enforcement inspection, severely crack down on cross-border fishing and illegal collection of red coral by fishing vessels, and resolutely curb the momentum of illegal activities. Actively cooperate with foreign affairs and other departments to do a good job in emergency handling and aftermath of foreign-related incidents. Fishery administration vessels should make good preparations for navigation, actively cooperate with professional search and rescue forces, and organize rescue of fishing vessels in distress and self-rescue and mutual rescue of fishing vessels.
