Han Jun believes that from a macro point of view, the emphasis on appropriate scale is mainly to consider the transfer of labor. Even if the transfer of our labor force is very fast, the pattern of a large population and little land cannot be changed. Han Jun said that according to the forecast, China's total population will reach 1.45 billion in 2030, the urbanization rate will reach 67%, and there will still be 480 million permanent residents in rural areas. At present, the per capita cultivated land in rural areas is 2 mu, and by 2030, the per capita cultivated land will be less than 4 mu, and each agricultural labor force will not exceed 12 mu. This scale is almost the smallest in the world, and it is the basic national condition that cannot be changed.

We should not only avoid land abandonment and too small scale of operation, but also prevent excessive concentration of land. We must adhere to the basis of family management and vigorously develop a new type of agricultural main body. " Han Jun said.

According to reports, the speed of rural land transfer across the country, including Sichuan, has accelerated. By the end of 2013, the total amount of contracted land transferred across the country has reached 340 million mu, accounting for 26% of the total household contracted area, but Han Jun believes that household management is still the most basic mode of operation. "from the perspective of agricultural modernization around the world, whether it is countries with more land but fewer people, such as the United States, Canada, and Australia, or European countries such as Germany and France, including Latin American countries such as Brazil and Argentina, basically its agricultural management is mainly family farms."

Han Jun said that land circulation and the development of appropriate management should ensure the dominant position of farmers' household contract management. The expansion of agricultural scale is an inevitable trend, but we can not one-sidedly pursue the large scale, can not pursue the fast land transfer. An appropriate scale is in line with China's national conditions, and we must consider the current level of mechanization and service, the speed of labor transfer and the management ability of these large-scale households.
