According to the arrangement, the delimitation of permanent basic farmland around 14 cities, namely, Beijing, Shenyang, Shanghai, Nanjing, Suzhou, Hangzhou, Xiamen, Zhengzhou, Wuhan, Guangzhou, Shenzhen, Chengdu, Guiyang and Xi'an, will be carried out first. the national permanent basic farmland delimitation and achievement improvement work will be fully completed by the end of 2016.

To this end, the "Circular" stressed that it is necessary to fully understand the importance and urgency of the delineation of permanent basic farmland and dutifully protect cultivated land resources.

The "Circular" requires that the demarcation work should follow the principle of giving priority to cultivated land protection and attaching equal importance to quantity and quality, and strictly delineate the red line for permanent basic farmland protection in accordance with the requirements of basically stable layout, no reduction in quantity, and improvement in quality. The demarcation work should be coordinated with the demarcation of urban development boundaries and the red line of ecological protection, and should be integrated with economic and social development planning, overall land use planning, urban and rural planning, and other work.

Each province (autonomous region and city) starts with mega-cities with a population of more than 5 million, provincial capitals and cities separately listed on the plan, and is delineated according to the order of cities and towns from large to small, space from near to far, cultivated land quality and soil fertility grade from high to low.
