The scope of mainland subsidies is Shandong, Hubei, Hunan, Hebei, Jiangsu, Anhui, Henan, Jiangxi and Gansu provinces. The subsidy standard for 2014 is 2000 yuan per ton, and the subsidy standard for subsequent years is based on 60% of the subsidy amount in Xinjiang. The upper limit does not exceed 2000 yuan / ton.

The subsidy given by the central finance to the major cotton-producing provinces is based on the cotton output determined by the National Bureau of Statistics; the subsidy method is determined independently by each province and may choose to be subsidized by area or output; subsidy funds are required to be managed by special accounts, closed operation and dedicated funds, and shall not be reserved, occupied or misappropriated to ensure that subsidies are implemented in the hands of cotton farmers.

The meeting called on all major cotton-producing provinces to formulate specific implementation plans as soon as possible, do a good job in statistical monitoring of basic information, organize cotton purchases, take effective measures to prevent "spinning cotton", and at the same time step up publicity so that cotton farmers are fully aware of the subsidy policy.

The China Cotton Association reminds cotton farmers that the subsidy policy in the mainland is clear, and cotton farmers can rest assured to sell cotton, but they must hand over cotton to qualified cotton acquisition and processing enterprises, and keep the relevant bills for planting and sale, so as not to affect the receipt of subsidies.
