117 million mu of agricultural machinery has been completed nationwide

Since the beginning of autumn, agricultural mechanization management departments around the country have actively organized and carried out agricultural machinery subsoiling and land preparation operations, constantly setting off the climax of agricultural production in autumn. As of October 28, China's northeast, North China, Huanghuaihai and other provinces (cities) have invested 188,000 sets of high-powered tractors and subsoilers, and have completed 75.6 million mu of subsoiling operation area in autumn. In addition to the 41.71 million mu of deep loosening area completed nationwide in spring this year, 117 million mu of agricultural machinery deep loosening and land preparation operation area has been completed nationwide this year.

According to the overall deployment of the Ministry of Agriculture on promoting agricultural machinery deep loosening and land preparation, the agricultural machinery management departments of the relevant provinces (autonomous regions and municipalities) have taken effective measures in combination with local realities, and the work has achieved remarkable results. The Agriculture Department of Hebei Province strengthens the supervision of operation progress by implementing the "daily operation progress report system". According to the requirements of "five determinations" of fixed machines, fixed plots, fixed operators, fixed quality inspectors and fixed operation contracts, the effective docking of machines, plots, personnel and operation area has been achieved to ensure that there is no shortage and no leakage, and to ensure the successful completion of tasks. Jilin Province carried out large-scale operation of corn harvest, deep loosening and land preparation, gave full play to the role of the main force of agricultural machinery cooperatives, unified operation, unified quality inspection and unified service, ensuring efficient and high-quality deep loosening operation. Heilongjiang Province adopts the method of open subsidy. As long as the subsoiling operation standard is reached in the rotation cultivation plan area, one mu of subsidy shall be given for each mu of operation. On the basis of the successful test last year, Heilongjiang Province this year uses modern information technology such as subsoiling soil preparation tester and satellite positioning to carry out accurate statistics and quality verification on the subsoiling operation area carried out by 916 large-scale agricultural machinery cooperatives in Heilongjiang Province. The agricultural machinery departments of counties (cities and districts) send staff to the operation site for on-site guidance, sampling inspection and record at any time.

Agricultural machinery departments at all levels in Shandong Province, together with financial departments, earnestly strengthen the supervision over the deep loosening and land preparation of agricultural machinery, strictly control the signing of operation contracts, area determination, quality verification, spot check and verification, and subsidy fund cashing. Actively coordinate the township governments in the pilot project area and organize efforts to strengthen the verification and supervision of the operation area and quality of deep loosening and land preparation. According to statistics, more than 90% of the operating area is verified by township governments. Liaoning Province actively carried out the Contract for Subsidy Project for Agricultural Machinery Deep Soiling and Land Preparation, raised the subsidy standard for deep soiling and land preparation (from the original 10 yuan/mu to 15 yuan/mu), and further mobilized farmers 'enthusiasm for agricultural machinery deep soiling and land preparation. After the completion of the operation, the quality inspection and acceptance of the implementation of agricultural machinery subsoiling and land preparation projects in the whole province shall be strengthened by means of comprehensive acceptance at county level, municipal reinspection and acceptance and provincial supervision and spot check, so as to ensure the implementation of subsoiling subsidy policy.

At present, Shandong, Anhui and other places have completed the target task of agricultural machinery deep loosening scheduled for the whole year, Hebei, Inner Mongolia, Shanxi, Henan, Heilongjiang farming more than 90%, Liaoning, Jilin, Heilongjiang and other provinces more than 70%. It is expected that in mid-November, the agricultural machinery subsoiling operation in northern China will basically end. The agricultural machinery management department of the pilot county (city) for subsoiling operation subsidies will organize and carry out the quality verification and area publicity of subsoiling operation. After the verification results are reviewed by the financial department of the pilot county (city), the financial department will directly cash the subsoiling subsidy fund to the farmers (or agricultural machinery service organizations) carrying out subsoiling operations.
