In view of the current grim situation of the rapid expansion of net imports of agricultural products, which has caused serious damage or threat to relevant domestic industries, in order to discuss countermeasures and deepen the industry's understanding of trade relief measures such as "two evils and one protection", the Trade Promotion Center of the Ministry of Agriculture organized a seminar on agricultural industry security and trade relief on October 24.

Director Ni Hongxing stressed in his speech that as a country with large agriculture and population, we should measure the safety of China's agricultural industry from three aspects, that is, the basic supply of agricultural products and the ability to guarantee farmers' livelihood, agricultural sustainable development, and industrial control, one of which is weakened, industrial security is faced with challenges. In the case of weak basic competitiveness and lack of supporting tariff level, China's agriculture is bound to face three major risks: first, imports are out of control. Once the price difference at home and abroad exceeds the maximum tariff level, imports will get out of control, and the goal of "moderate import" of grain will be challenged. Second, the policy fails. This policy will lose its effect when the cost of import to Hong Kong is lower than the temporary purchase price or the minimum purchase price. Third, the industry is difficult to sustain. When the cost of import to Hong Kong is lower than that of domestic production, it will be difficult for the domestic industry to survive and develop. In the recent situation of sustained high growth of net imports of agricultural products, some domestic agricultural industries are facing the above risks and challenges, and there is an urgent need to study the use of trade relief measures to effectively maintain the security of the agricultural industry. and study the establishment of a long-term mechanism to start trade relief measures.

In recent years, the cost of agricultural production in China has risen rapidly, coupled with the relatively abundant supply of international agricultural products, the long-term downturn of market prices, the continuous expansion of the price gap at home and abroad, and the surge in imports of agricultural products driven by the price gap has had a serious impact on the domestic industry. Affected by the impact of imports, sugar, cotton and rapeseed oil are faced with the plight of serious inventory overstocking and difficult to sell at a reasonable price, and the sustainable survival and development of the industry is facing severe challenges. Experts believe that in the context of global economic integration, emphasis should be placed on the use of laws, rights and rules to maintain the security of agricultural industries, and to establish a cooperation mechanism for initiating trade relief cases among industrial sectors, industry associations and relevant institutions, to legally safeguard the interests of domestic industries. In the long run, the agricultural trade damage compensation mechanism should be established, which is supported by industrial damage monitoring and early warning system, industrial damage risk assessment system, industrial damage compensation system and implementation system. Play a role together with domestic support, border protection, foreign capital supervision, trade promotion and other policies and measures to maintain and ensure the safety of domestic agricultural industry. At the same time, we should establish a special trade relief fund, set up a technical team to initiate agricultural trade relief cases, strengthen the research and response to countries and products with great import shocks in the domestic market, and make long-term preparations to facilitate the successful launch of trade relief cases.

The views and consensus formed at this meeting have deepened the industry's understanding of the "two evils and one guarantee" trade relief measures, and have important reference value for promoting China's agricultural trade relief work and establishing a long-term mechanism to ensure the safety of the agricultural industry.
