Such planning, which takes place in rural fields and in farmers' homes, reflects a great and profound change that is taking place in China's rural areas. With the deepening of rural reform in an all-round way, the transfer of contracted management rights of rural land has become a new problem that must be solved, such as "who will farm land" and "how to farm land". As a result, we can see that in recent years, especially in the past two years, the scale and speed of agricultural land transfer have increased significantly. According to a survey conducted by relevant departments, the scale of rural land transfer across the country in the first half of this year has reached nearly 1/3 of the total contracted land.
It is against this background that everyone is enthusiastic and excited to guide, encourage and promote the transfer of agricultural land. in addition to emphasizing the need to follow the principles of law, voluntariness and compensation, we also need to highlight a topic: the transfer of agricultural land needs to be careful and patient.
Why do you need to be careful? This request is mainly made to the county and township government departments and village committee organizations. For large land leasers or agricultural enterprises, in reality, they often do not need to deal directly with farmers, mostly through village-level organizations or township and county-level departments to communicate with farmers, in areas where land transfer trading platforms have been established, some land leases are completed through the trading platform. But no matter who goes through, farmers must be involved in the end. For village-level organizations and government departments, their identities are multiple at this time, not only on behalf of tenants and farmers, but also on behalf of farmers and tenants, as well as the responsibility of supervision and guidance. Therefore, without considerable care, it is difficult to do a good job in this kind of land lease with different requirements.
For tenants, on the one hand, village-level organizations and township departments need to understand each other's requirements for land lease, and try their best to meet these requirements, on the other hand, they also need to understand or even examine each other's true will and practical ability. For example, some land leases do not engage in farming, nor do they engage in agricultural land use, while others do not have much financial strength and need to rely on land lease loans. Without loans, they not only cannot pay the rent, but also have no money to buy seeds and fertilizers. We need to have a more and more detailed understanding of these situations. We should not be eager to hire, destroy agricultural land, miss agricultural time, and hurt farmers.
For farmers, land transfer is even more detailed work. The situation in rural areas is very different, and the situation of farmers is different. Whether and when to rent the land has its own requirements and plans. Farmers who are willing to transfer land have their own situations, and those who are unwilling to transfer land have their own reasons. Some farmers can only plant land at home when they are old, some need to rely on planting land to solve food rations and firewood, rice, oil and salt, and some have a higher income from planting crops with better benefits. Others like to plant land, and farming has become a habit and way of life, and so on.
In the face of these situations, there is little chance of success if we do not think of ways to do the work carefully and pertinently. There are mature practices in many places in this respect, but there are also places where this detailed work cannot be done. when most farmers in the village agree to transfer land and a small number of farmers are unwilling to do so, they adopt an across-the-board approach to "the minority is subordinate to the majority" and forcibly transfer the land. as a result, it left a sequela.
It takes patience to be careful. The demand for patience is sometimes more challenging for village-level organizations and township departments. Carefulness is mainly a matter of working methods. As long as the work is in place, most farmers in the acquaintance society are willing to "follow the crowd" and give face to the "middleman". On the other hand, patience is more likely to test the starting point of the work of village-level organizations and township departments, in order to complete the task of circulation and rent out the land as soon as possible, or to solve the problem of unmanned farming of agricultural land and the efficiency of large households based on the reality of local rural areas.
In reality, although there are few clearly assigned land transfer tasks and targets to townships and village groups, many places regard land transfer as a major work, and some have set corresponding targets and schedules. this will inevitably lead to the problem of rushing forward or keeping up with each other. In addition, in some places, there are work rewards for good land transfer, and even some large transfer households have rewards and subsidies to intermediate coordination organizations, which is more likely to cause problems of eagerness for success. It would have been possible for farmers to think through and then transfer, or to explore more and more acceptable ways of large-scale operation, such as farming escrow, professional cooperation and other unified management methods, but because of the lack of patience and impatience, the transfer of agricultural land has been simplified.
Therefore, the carefulness and patience of agricultural land transfer is not only related to the smooth progress of agricultural land transfer, but also related to the quality and efficiency of agricultural land transfer.
