How to embody the farmer-oriented? In my opinion, the integration of urban and rural areas should be examined and promoted from the perspective of farmers.
First of all, we should be farmer-oriented, provide the basic public services that farmers need, so that farmers can "live comfortably". After a period of radical urbanization, people finally understand that the ultimate goal of urbanization is not one-sided pursuit of the large scale of the city, thus unrestrained expansion of the old city and building new areas; urbanization is also far from opening the city gates and accepting new people. For farmers, their urban dream is very simple, that is, children can get a good education, medical services are more secure, living standards are better quality, and they want to enjoy the same civilization and benefits as urban residents. The revival of the ancient town of Wangcheng has first solved the survival problem of the residents of the ancient town, allowing them to have beautiful and tidy streets, spacious enough squares, reassuring community hospitals, schools not far from home, and more convenient transportation. So Wangcheng farmers enjoy basically equal public services with the city in their hometown with roots, memories and acquaintances, and they feel that they are already citizens. And life is more comfortable than that of citizens in big cities.
Secondly, we should be farmer-oriented, guide and support industries that can make farmers rich, and make farmers "happy". The key to the success of the revival of Wangcheng ancient town group is the support of industry, such as Jinggang tourism, Qiaokou modern agriculture, Tongguan ceramic industry, Xinkang modern leisure agriculture and so on. At first, the industry may have been nurtured with government support. With the deepening of urban-rural integration, the exchange of people, logistics and information flow between town, village and city has been gradually established, and a new networked relationship between city, town and village has been established, which complement each other, rely on each other and complement each other. The spring breeze of the market has naturally blown into small towns, a large number of entrepreneurial capital has returned, and the atmosphere of entrepreneurship and wealth has become increasingly strong. Driven by large or small private capital, farmers become bosses at their own doorstep, and there are more channels and total amount of household income. As a result, in the market of Jinggang ancient town and the fish house in Qiaokou, people see new farmers who live and work in peace and contentment. In fact, they have quietly become new citizens.
Thirdly, we should be farmer-oriented, stabilize agriculture and rural areas, and let farmers working in cities feel at ease. General Secretary Xi Jinping pointed out: "even if urbanization reaches more than 70 percent in the future, there will still be four or five billion people in rural areas, and rural areas must not become barren rural areas, left-behind rural areas, and hometown of memories." from this level, we must stabilize rural areas. On the other hand, we should allow farmers who fail to enter the city to choose to return to their hometown with dignity. He Xuefeng, a professor at the China Rural Governance Research Center of Huazhong University of Science and Technology, said: "it is precisely farmers who fail to work and do business in cities and return to their hometown acquaintances to produce and live in their hometown. Chinese cities have no sex to form large-scale slums. Thus, the countryside has become a stabilizer and reservoir for China's modernization." Therefore, for about 260 million migrant workers hovering on the edge of the city, on the one hand, we should try our best to break the barriers of urban-rural dual system, so that some migrant workers can find satisfactory jobs, reliable security and stable expectations in the city, and bid farewell to rural areas to become real citizens. On the other hand, we should not, for the sake of urbanization, eliminate the small-scale peasant economy, cut off the way for urban farmers to return to their hometown, adapt to the exploitative urban-rural dual structure in the past into a protective urban-rural dual structure, standardize the circulation of agricultural land, and restrict the freedom of capital to go to the countryside. restrict the transfer of rural homestead and collective land, so that migrant farmers do not have to worry, even if they fail to enter the city, they can still return to their hometown honourably.
Finally, we should be farmer-oriented and beware of "urban-rural integration" turning into "urban-rural consistency". In the promotion of urban-rural integration, many local leaders have serious awareness of how to provide public services, how to develop urban industry, how to explore local culture accustomed to going their own way, forgetting "farmer-oriented". From the perspective of farmers, we should beware of building rural areas into cities. In terms of construction cost, the countryside is unable to build a homogeneous city. More importantly, rural areas are rural areas, and there is no need to build cities. To keep nostalgia, what we should keep is the nostalgia of farmers, not that of planners and builders. We should preserve the primitive ecology and natural features of the countryside. Second, we should beware of forcing farmers to become citizens. The "synchronization of the four modernizations" requires the simultaneous development of industrialization, informationization, urbanization and agricultural modernization. It is not to eliminate the small-scale peasant economy and let the whole peasant family go to the city. In the case that the country does not have the ability to improve the full coverage and high level of social security for farmers who go to cities, life is even more difficult for farmers to go to cities. The integration of urban and rural areas should give farmers the right to choose freely, can choose to go to the city, can also choose to stay in rural areas as new farmers, should not be forced to make requirements.
