"China's agriculture is faced with many complex problems, but we must proceed from reality and rely on our own strength to seriously study and solve them." On November 22, when attending the "China Economic Security Forum" and the celebration of the 60th anniversary of the School of Agriculture and Rural Development of Renmin University of China, Chen Xiwen, deputy head and director of the Office of the Central Rural work leading Group, an alumnus of the National people's Congress, said: China's grain production has been increasing continuously, but at the same time, it is also faced with many complex and profound problems, which require careful study of new problems and challenges arising from economic development.

The celebration of the 60th anniversary of the School of Agriculture and Rural Development of Renmin University of China was held in the form of the Fifth China Economic Security Forum co-sponsored by the Social Science Development Research Center of Colleges and Universities of the Ministry of Education. The forum takes "the current situation, challenges and countermeasures of China's food security under the new situation" as the theme. Chen Xiwen pointed out at the forum that the "ceiling effect" of international grain prices and the "floor effect" of high domestic grain production costs will make the space for policy means of agricultural subsidies to ensure food security continue to be compressed, and the pressure will increase. In addition, the environmental and ecological deterioration, the continuous decline of agricultural labor force and the uncertain impact of the new economic normal on agricultural production all pose challenges to food security.

In order to deal with these challenges, Chen Xiwen believes that it is necessary to deepen the structural reform, give full play to the market regulation role of the price mechanism, and at the same time fully consider the influence of land transfer factors in the way of subsidies, and carry out clearer definitions and detailed regulations to protect the enthusiasm of grain producers. In addition, it is necessary to speed up the innovation of the agricultural management system and the reform of the incentive mechanism for agricultural scientific research.

The topics of this forum include the current situation and challenges of China's food security, the formation and regulation mechanism of food prices, and food security in the context of comprehensively deepening reform, accelerating agricultural modernization, new urbanization, land circulation and international trade in agricultural products. strategic choice in the context of trade. In addition to Chen Xiwen, Cai Fang, vice president of the Chinese Academy of Social Sciences and member of the Department of the Chinese Academy of Social Sciences, an alumnus of the Agricultural and Economic Department of the National people's Congress, and Gu Yikang, member of the Advisory Committee of the Zhejiang Provincial people's Government and head of the "three Rural" Development Group, also made a main report at the meeting. Experts from the Central Policy Research Office, the Research Office of the State Council, the Macro Research Institute of the National Development and Reform Commission, and China Agricultural University held heated discussions on the above topics.

During the forum, the first "China Agricultural production and economy 30-person Forum" and the China Agricultural Industry Sustainable Development Forum and the second Beijing Young Agricultural Scholars Forum were held at the same time.
