2014 Northeast corn temporary storage price announced

The notice pointed out that in 2014, the state will continue to purchase corn in the three northeastern provinces and Inner Mongolia.

The National Development and Reform Commission, the State Grain Administration, the Ministry of Finance and the Agricultural Development Bank of China jointly issued the Circular on issues related to the purchase of National temporary Storage Corn in Northeast China in 2014, pointing out that in 2014, the country continued to implement the temporary corn collection and storage policy in the three northeastern provinces and Inner Mongolia Autonomous region, and the 2014 national temporary storage corn purchase period is from November 25, 2014 to April 30, 2015. The national temporary storage corn listing purchase price (GB third-class quality standard) is 1.13 yuan / jin in Inner Mongolia and Liaoning, 1.12 yuan / jin in Jilin and 1.11 yuan / jin in Heilongjiang. The price difference between adjacent grades is controlled at 0.02 yuan per jin. The listing purchase price refers to the purchase price directly purchased from the farmers by the storage point.

The temporary corn collection and storage price in Northeast China was announced in 2014.

In accordance with the spirit of the relevant instructions of the State Council, the state continued to implement the temporary corn collection and storage policy in the three northeastern provinces and Inner Mongolia Autonomous region in 2014, and is hereby notified as follows:

I. acquisition time and quality price standard

(1) the time of acquisition. The period for the acquisition of national temporary storage corn in 2014 is from the date of issuance of this notice to April 30, 2015.

(2) the purchase price. The national temporary storage corn listing purchase price (GB third-class quality standard) is 1.13 yuan / jin in Inner Mongolia and Liaoning, 1.12 yuan / jin in Jilin and 1.11 yuan / jin in Heilongjiang. The price difference between adjacent grades is controlled at 0.02 yuan per jin. The listing purchase price refers to the purchase price directly purchased from the farmers by the storage point.

(3) quality standards. The corn purchased into the warehouse must be domestic corn produced in 2014, which meets the quality standards of domestic products such as national standards. The specific quality standards are carried out in accordance with the national standard for corn (GB1353-2009). The non-standard corn whose actual moisture and impurities are higher than the standard shall be stored in the warehouse after baking and finishing, and the corn that does not meet the standard shall not be stored in the warehouse. The purchase of non-standard corn shall be carried out in accordance with the provisions on issues related to the implementation of National Standards for Grain and Oil quality (Guofa (2010) No. 178). For corn whose actual water content is higher than that specified in the standard, based on the index specified in the standard, 0.65% shall be deducted for every 0.5 percentage point higher, and 0.15% of the price shall be deducted as drying fee; if it is less than or higher than 0.5 percentage point, the amount of deduction and price increase shall not be taken into account.

II. Policy implementers and storage points

(1) the subject of policy implementation. (1) the China Grain Storage Corporation is entrusted by the state to undertake the task of temporary collection and storage of the state as the main body of the policy, and to purchase farmers' surplus grain openly through its direct depots and entrusted storage points, so as to prevent farmers from "selling grain". (2) as the supplementary forces of the China National Grain Storage Corporation, Cofco and China Textile Group are entrusted by the China Grain Storage Corporation to undertake the task of collection and storage and provide loans to the Agricultural Development Bank independently. The China National Grain Storage Corporation should sign entrustment agreements with these two enterprises to clarify the responsibilities, rights, and obligations of both sides. The scale of collection and storage of COFCO and China Textile Group should be controlled at 5 million tons and 1 million tons respectively, and the entrusted collection and storage agreements should be examined and put on record by the Ministry of Finance, the State Grain Administration, and the head Office of the Agricultural Development Bank.

(2) qualification requirements for storage and storage sites. The storage site shall have the following conditions: (1) be qualified for grain purchase and be registered with the department for industry and commerce. (2) to open an account with the Agricultural Development Bank. (3) it has its own storage capacity and drying equipment of a certain scale, and the conditions of the storage facilities meet the requirements of the measures for the Administration of Grain and Oil warehousing (National Development and Reform Commission No. 5, 2009). It is equipped with necessary cleaning equipment, testing equipment, measuring and weighing equipment and personnel, and portable scales should be used to sell a small amount of grain to farmers. (4) implement the relevant regulations on the filing of grain and oil warehousing units, fully implement the enterprise's responsibility for production safety, and improve the relevant equipment. (5) there is no violation of discipline in the collection, storage, sale and exit of the warehouse within three years. (6) strictly implement the National Statistical system for Grain Circulation. (7) the fire prevention transformation task of building open-air hoarding and stacking of temporary stored corn before 2013 has been completed, and there is no major fire hidden danger. Each storage point shall keep the purchase statement, quality inspection statement, weighing and measurement sheet (including relevant electronic data) issued by the acquisition link for reference.

(3) determination of storage and storage points. (1) determine the procedure. Qualified enterprises directly under Cofco and COFCO and China Textile can be used as storage and storage points. Other storage sites shall be jointly determined by the relevant China Grain Storage Branch, the provincial grain administrative department and the provincial branch of the Agricultural Development Bank. The list of collection and storage sites of Cofco and China Textile Group shall be reported by the head office of the Group, while the list of other storage sites shall be reported by the relevant branches of China National Grain Storage Corporation. After summary, the China Grain Storage Corporation shall report to the Ministry of Finance, the State Grain Administration and the Agricultural Development Bank of China. The list of collection and storage sites (according to the enterprise's industrial and commercial registration name), address and contact number shall be announced to the public through the media before the acquisition is launched by the China Grain Storage Corporation. (2) determine the principle. Storage points should be determined in accordance with the principle of "conducive to the protection of farmers' interests, food security storage, supervision, and sales." In order to make full use of the existing storage resources, taking the county as a unit, the total storage capacity of each county should be linked up with the expected purchase quantity of local temporary storage corn. Priority should be given to enterprises that have been assigned by relevant state departments to build grain storage facilities (including open-air hoarding, open-air stacking, and grain storage sheds) as storage points, and priority should be given to local grain storage acquisition sites that have passed the qualification examination in 2013, carried out temporary grain storage purchase business, and have no violations, and have invested in the expansion of grain storage capacity this year. In areas where grain sales are more concentrated, traffic conditions are relatively poor, and farmers reflect more problems, it is necessary to add storage points, expand the scope of distribution, and combine the collection and overall use of warehouses in the county to meet the needs of farmers to sell grain.

(4) the determination of the lease collection and storage point. It is necessary to fully tap the potential and make effective use of social idle storage capacity and drying capacity. On the premise of ensuring the safety of grain storage, the relevant branches of China Grain Storage shall arrange timely consolidation in the county for areas where the storage capacity of the qualified local storage points still cannot meet the collection needs (in counties as units), or by the collection depots that meet the requirements of the leasing social storage policy for grain storage determined by the relevant departments of the state. The list of rental depots should be announced before it starts the acquisition. The specific measures for leasing social warehouses for the collection and storage of policy grain shall be formulated and promulgated separately by the relevant departments of the state.

(5) the construction of open-air grain storage facilities. (1) the open-air grain storage facilities include open-air hoarding, open-air stacking and grain storage sheds. When open-air grain storage is really necessary, priority should be given to grain storage canopies. Under the condition of making full use of the existing storage facilities of central and local grain enterprises, if the storage capacity is still insufficient after taking measures such as amalgamation and renting grain in the county, and it is really necessary to build open-air grain storage facilities, the China Grain Storage Branch, together with the provincial grain department and the provincial branch of the Agricultural Development Bank, shall submit an application for open-air grain storage plan for branch storage, which shall be implemented after being examined and approved by the China Grain Storage Corporation and submitted to the relevant state departments for approval. The construction of open-air facilities should comply with the relevant national and local documents, standards and fire prevention regulations. (2) the China Grain Storage Corporation should strictly control the number of construction, and decompose the open-air grain storage plan one by one according to the situation of acquisition. The relevant information shall be promptly reported to the relevant state departments for the record and copied to the relevant provincial grain departments.
