China's future food waste may be suspected of illegal
According to the website of the Legislative Affairs Office of the State Council, the National Development and Reform Commission recently revised and improved the Grain Law (submitted for review), which was solicited for public comments in February 2012, and is now soliciting opinions from the public on the revised Grain Law (submitted for review). In order to promote grain conservation and loss reduction, the manuscript for review has stipulated measures and systems for conservation and reduction; in addition, the manuscript has also clearly established a system for monitoring grain quality and safety and disposing of contaminated grain.
It is stipulated that the market determines grain prices under macro-control by the state.
The manuscripts are divided into 10 chapters, such as general principles, construction of comprehensive grain production capacity, protection of enthusiasm for grain production, grain circulation and management, grain consumption and conservation, grain quality and safety, grain regulation and reserve management, supervision and inspection, legal liability, supplementary provisions, and so on. A total of 84 articles, nine major systems have been established.
The manuscript for review stipulates that the state shall implement the market to determine grain prices under macro-control, regulate the management system of grain production, circulation and consumption activities, and cultivate and develop a unified, open, competitive and orderly grain market system. Grain acquisition, storage, transport, processing, wholesale, retail and other fields are open and fair to the society, and all kinds of market subjects perform the same obligations.
The draft submitted for review also defined the system of grain saving and impairment. As China has suffered serious losses in grain purchase, storage, transportation and processing, the waste on the dinner table is even more astonishing. In order to promote grain conservation and impairment, a special chapter has been set up for examination and approval, from the aspects of strengthening publicity, education and supervision, reducing the loss and waste of farmers' grain storage and storage, transportation, processing, catering, and other aspects, strengthening the research and development of grain conservation technology and popularizing the use, and so on, the measures and systems for saving and reducing losses are stipulated.
