Minister of Agriculture Han Changfu stressed that establishing a harmless treatment mechanism for sick and dead livestock is an urgent need to promote the construction of ecological civilization, an urgent need to ensure "safety on the tip of the tongue", and an urgent need to promote the healthy development of animal husbandry. He demanded that all regions and relevant departments should intensify their efforts to promote the construction of harmless treatment mechanism for sick and dead livestock and poultry, strive to ensure that sick and dead livestock and poultry basically realize harmless treatment, and fundamentally solve the problem of randomly abandoning sick and dead livestock and poultry and even flowing sick and dead livestock and poultry products to the dining table. Second, we must strengthen planning and improve the handling system. Scientific planning, overall layout, in principle, each county should establish professional harmless treatment farms for large counties where pigs are transferred out and poultry breeding counties with an annual breeding capacity of more than 50 million. All scale farm households should be incorporated into the harmless treatment system through self-built facilities or entrusted treatment. Third, we should strengthen investment and ensure the implementation of policies. Based on local realities, we should further refine practical policies and measures and promote the implementation of policies. Promote the transformation and upgrading of livestock and poultry breeding industry, and constantly improve the standard and large-scale breeding level. Fourth, we should strengthen publicity and create a good atmosphere. Organize propaganda, education and training as soon as possible, take the initiative to send policies to the door, so that producers and operators should know everything. Fifth, we must strengthen law enforcement and crack down on crimes. Intensify law enforcement efforts, maintain a high-pressure posture, use heavy punches and heavy penalties. We will improve the system of information sharing, case notification and case transfer of illegal cases, and realize the effective connection between administrative law enforcement and criminal justice.

Fan Hengshan, deputy secretary-general of the National Development and Reform Commission, stressed that all localities should give full play to the supporting role of animal epidemic prevention system, earnestly do a good job in animal disease prevention and control and harmless treatment of sick and dead livestock and poultry; implement the legal responsibilities of livestock and poultry breeding, slaughtering and processing units, and vigorously promote the construction of harmless treatment facilities for sick and dead livestock and poultry. Local development and reform departments at all levels shall actively cooperate with agriculture and other departments, fully perform their duties, prepare the construction plan for the harmless collection and treatment system of sick and dead livestock and poultry, and formulate the charging policy for the harmless collection and treatment of sick and dead livestock and poultry by category.

Wang Jian, member of the Party Committee and assistant minister of the Ministry of Public Security, demanded that public security organs everywhere should give full play to their functions, always maintain a high-pressure and severe crackdown situation, and severely crack down on illegal and criminal acts such as processing and manufacturing sick and dead livestock and poultry products. In conjunction with agriculture and other departments, we should carefully study effective measures to include harmless treatment facilities and equipment in the scope of agricultural machinery purchase subsidies. It is necessary to strengthen the supervision of financial support funds for the harmless treatment of sick and dead livestock and poultry, track the trends of harmless treatment of sick and dead livestock and poultry in time, carefully review relevant basic data, and allocate financial subsidy funds in time.

Zhou Yanli, vice chairman of the China Insurance Regulatory Commission, pointed out that at present, the insurance industry's ability to support the harmless treatment of sick and dead livestock and poultry has been continuously strengthened, and the linkage mechanism between insurance and harmless treatment has been initially established and achieved good results. He asked all insurance regulatory bureaus and insurance institutions to actively communicate with governments at all levels as well as financial, animal husbandry and veterinary departments, improve system and process design, enhance insurance service capacity, strengthen supervision over harmless treatment of sick and dead livestock and poultry in insurance services, and ensure the implementation of various systems.
