China's grain cultivation costs are high, prices are high, and it is obvious that there is no competitiveness.

On the other hand, the cost of agricultural production is rising. At present, the net income of farmers per mu of land is only 682 yuan, down 2.4 percent from the previous year. Farmers' income from the planting industry accounts for only 24.6%. Farmers' net income is decreasing, so their enthusiasm for production is naturally not coming up.

"it is empty talk to leave farmers' enthusiasm to protect agriculture, and now we need to study from the basic level how to mobilize farmers' enthusiasm and ensure farmers' production and income." Chen Xiwen said: China is changing the price formation mechanism through reform, such as setting target prices for cotton in Xinjiang and soybeans in three northeastern provinces on a trial basis this year. For example, cotton with a target price of 19800 yuan per ton is collected at a market price of only more than 14000 yuan, and the price difference of 5000 yuan per ton is subsidized by the government.
