The government cannot be offside, arrange the transfer, nor can it be vacant and let it go. Stick to the bottom line of the policy and promote land transfer in an orderly manner, so that the broad masses of farmers can really benefit and their rights can be truly protected.

Visiting the major grain-producing counties in Northeast China, the modern agricultural parks are very spectacular: tens of thousands of mu of farmland are square, irrigation canals are connected, and roads are linked. Speaking of benefits, local leaders are in high spirits: "large companies operate and operate on a large scale, and a kilo of organic rice can be sold for 40 yuan!" With such good benefits, how much can farmers earn? The leader said that the transfer of land to the company, farmers with land rent, but also go to work in the park, equivalent to earning two pieces of money.

When asked about the farmers in the village, they didn't buy it. Farmers complain that the rent of a few hundred yuan per mu of land, no matter how much the company earns, has nothing to do with the farmers. Besides, working as a part-time worker, farming is now mechanized, and there are fewer than 20 people in ten thousand mu. How can so many people go? Although reluctantly, at the beginning of the hard task in the county, the village cadres did their work one by one, and all the land was transferred out.

Why does the Government actively engage in circulation? The leader said: modern agriculture should be large-scale and industrialized, with a high starting point and large investment, and it is impossible to rely on each household to do it. What should we do if we do not find a big company? With the help of the government, the transfer of land is promoted throughout the village, even at the expense of administrative orders. As a result, the government has political achievements, companies have benefits, and farmers have become the neglected majority, built a modern agricultural park, but also buried hidden dangers of contradictions.

This phenomenon is not uncommon, and some local companies go to the countryside to cultivate land more and more intensely. According to the data, the area of land transferred to enterprises increased by 34% year-on-year in 2012 and 40% in 2013. Disputes over land transfer also remain high, with 188000 cases accepted nationwide last year alone.

For whom is the land transferred? The "opinions on guiding the orderly transfer of Rural Land Management Rights to develop moderate scale Agriculture" issued by the Central Committee a few days ago once again emphasizes that "adhere to collective ownership of rural land, take farmers as the main body, and insist on voluntary compensation in accordance with the law." this is the policy bottom line that land circulation adheres to, and the aim is to truly benefit the broad masses of farmers and protect their rights in accordance with the law. Whether the land is transferred, how to determine the price and how to choose the form, the decision-making power lies with the farmers, and the transfer income should be owned by the contracted farmers. The government cannot make the Great Leap forward, make coercive orders, or engage in administrative nonsense.

Land transfer is a gradual process, which can not be separated from the national conditions of agriculture. China has a large population and little land, and the situation in rural areas is very different. in some developed areas, the level of urbanization is relatively high, and a large number of farmers become urban residents, so the land transfer is naturally smooth. In most rural areas, for quite a long time in the future, ordinary farmers will still account for the majority, farmers' non-agricultural employment opportunities are limited, and land undertakes farmers' employment, social security and other functions. If we force farmers out of the land regardless of reality, it will bring a series of social problems.

In fact, moderate scale operation is not one way to concentrate land, and it is not impossible to do it without the company. Some local farmers have spontaneously co-cultivated and co-operated, realizing the economies of scale of "one household". Some localities develop socialized services and expand the scale of services to make up for the lack of land scale. It can be seen that the faster the land transfer, the better. We should respect and trust farmers, encourage innovative business models, and let the broad masses of farmers make their own choices.

What should the government do? To promote land transfer in an orderly manner, the government should not be offside, arrange the transfer, nor should it be vacant and let it go. At present, there is no land transfer service platform in 2x3 counties and townships across the country, and nearly 40% of the land transfer has not signed a contract. The government should do a good job in service guidance, standardize circulation behavior, at the same time strengthen market supervision, strict access threshold for industrial and commercial capital going to the countryside, and strengthen supervision afterwards. The transfer of land should not be allowed to become a feast for a few people.
