The national land plan has been submitted to the Land Planning Review Council of the Executive Yuan for deliberation, and it is expected to be officially announced and implemented before May 1 this year, in which the total amount of agricultural land is set at 740000 to 810000 hectares, but how much farmland should be borne by counties and cities is still controversial. Major agricultural counties have expressed dissatisfaction, and Lin Guoqing, former vice chairman of the Council of Agriculture and now director of the Asia-Pacific Food and Fertilizer Technology Center, also pointed out that this is a warning. We should work in the direction of fairness and justice.

After the implementation of the announcement of the national land plan, the land plans of municipalities and counties and cities directly under the Central Government should also be planned and implemented within two years. In order to prepare for the next stage of the land plan of municipalities, counties and cities directly under the Central Government, the Construction Department of the Ministry of the Interior held a "Summit on the Exchange of views on the National Land Plan" on the 12th to discuss more with all walks of life.

Lin Guoqing: important grain areas are unwilling to undertake agricultural land because they think it is unfair

On the dispute over the total amount of agricultural land, Lin Guoqing pointed out, "how much agricultural land is there in Taiwan? Most people imagine that agricultural land is for farming. " According to the data examined by the Council of Agriculture, there are 790000 hectares of arable land, but only 680000 hectares are actually used in agriculture. the gap comes from the change of use, such as legal farmhouses and illegal buildings, emphasizing the need to clearly locate the truly arable land. and strict control (editor's note: of the 680000 hectares of agricultural land counted by the Council of Agriculture, another 100000 5,000 hectares are not for agricultural use, and only 570000 hectares are actually cultivated).

If we want to ensure national food security, we must maintain a total of 740000 to 810000 hectares of agricultural land and give room for the sustainable development of agriculture. However, in the previous national land plan, it was estimated that the allocation of agricultural land in various counties and cities would cause a backlash in Yunlin, Pingtung and other major agricultural counties, thinking that local development was limited.

Lin Guoqing said, "this statement comes from a major agricultural county and is a warning. They think it is unfair, so how can the land plan be in line with fairness and justice?" Important grain-producing areas do not produce grain, which affects survival. "but how can they be willing to bear it?" It is not that they are unwilling, but that they think it is unfair. "the Land Plan has not planned for this problem, and how to achieve fairness and justice is the direction of future efforts.

To ensure a grain self-sufficiency rate of 40 per cent, the draft land plan lists 74 ─ of agricultural land and 810000 hectares of land to rebound and require self-demarcation.
