The reform of rural collective property rights system in China began in the late 1980s. Since entering the new century, China has entered a critical period of deepening reform and speeding up the transformation of the mode of economic development, and there is an urgent need to make progress in the key areas and links of the reform of the rural economic system. The reform of rural collective property rights system faces both rare opportunities and severe challenges.

Chen Xiwen, deputy head of the Central Rural work leading Group, pointed out that whether they are grass-roots cadres or members of village collective economic organizations, their work is to promote the better development of the collective economy. Therefore, we should listen more to the voices of the grassroots and sum up their practical experience.

According to Sun Lei, director of the Shanghai Rural work Office, last year, 89 reformed village collective economic organizations carried out income dividends, with a total annual dividend of 538 million yuan and a per capita dividend of 3032 yuan. The property income of farmers in Minhang District, including stock income, is 4544 yuan, making it the area with the smallest income gap between urban and rural residents in the suburbs of Shanghai.

Chen Xiaohua said: actively developing farmers' joint-stock cooperation and giving farmers the right to share collective assets is a clear task put forward by the decision of the third Plenary session of the 18th CPC Central Committee. From the perspective of local practice, this reform is conducive to increasing farmers' property income, promoting farmers' income, activating the potential of factors, promoting the development of modern agriculture, ensuring farmers' democratic rights and improving the structure of rural governance.
