In 2014, the Ministry of Land and Resources formulated a four-year plan for the unified registration of real estate, which will achieve information sharing and public inquiry in accordance with the law in 2017.

The overall arrangement is that starting from 2014, we will strive to basically complete the integration of responsibilities at all levels and the construction of basic systems in about one year; gradually connect and transition in two years or so; unify and standardize the implementation; comprehensively establish and improve various systems in about three years; and establish an effective real estate registration information management basic platform in about four years.

As can be seen from the above, 2014 is mainly to complete the integration of responsibilities at all levels and the construction of the basic system of the unified registration of real estate. So what has the Ministry of Land, which is mainly responsible for this work, done during the year?

In February this year, the State Council approved the "Inter-ministerial Joint meeting on Real Estate Registration" led by the Ministry of Land, which aims to coordinate and solve the problems in the establishment and implementation of the unified real estate registration system. Jiang Daming, minister of land, served as the convener of the meeting, whose members came from nine major ministries and commissions.

In March, the first inter-ministerial joint meeting of real estate registration was held, and the timetable of the whole real estate registration work was also established at this meeting: starting from 2014, it will take about three years to fully implement the unified real estate registration system, and about four years to run a unified real estate registration information management platform to form a unified real estate registration system.

On May 7, the General Office of the Ministry of Land issued the notice on the addition of the brand of the real estate registration office in the cadastral management department of the Ministry of Land, and the brand of the real estate registration bureau was added to the cadastral management department of the Ministry of Land. To undertake the responsibility of guiding and supervising the national land registration, house registration, forest land registration, grassland registration, sea area registration and other real estate registration work.

On June 26, a vice premier of the State Council presided over a meeting to listen to the progress of the national unified registration of real estate, requiring all localities to complete the integration of responsibilities for unified registration of real estate in provinces, cities and counties by the end of this year.

On July 30, the executive meeting of the State Council discussed the interim regulations on Real Estate Registration (draft for soliciting opinions) and decided to solicit opinions from the public, and then push forward the relevant legal revision work.

On August 15, the Legislative Affairs Office of the State Council issued the interim regulations on Real Estate Registration (draft for soliciting opinions) to solicit opinions from all walks of life. In accordance with the provisions of the draft for soliciting opinions, the right holders and interested parties may inquire and copy the real estate registration materials in accordance with the law.

In August, the Ministry of Land issued the provisions on the establishment of institutions and staffing for the main responsibilities of the cadastral Management Division (Real Estate Registry) (that is, the three fixed programmes), in which the staffing establishment was set at 24. Among them, there are 1 Director (Director of immovable property Registry), 1 Deputy Director of Real Estate Registry, 2 Deputy Director (Deputy Director of Real Estate Registry), 6 Director, 3 Deputy Director and 11 other staff.

In September, the first director of the Real Estate Registration Bureau of the Ministry of Land announced that Wang Guanghua, director of the cadastral Management Department of the Ministry of Land, officially assumed the post. Wang Guanghua has been working in the land system since he graduated from Peking University in 1983. Judging from his work experience, Wang Guanghua is very familiar with cadastral management, and consulting historical materials can find that he also has a formed view on the unified registration of real estate.

In 2003, Wang Guanghua published a signed article "understanding of China's Real Estate Registration system" in the magazine of surveying and Mapping Bulletin (published in the fifth issue of the magazine in 2003). At present, the only choice for our country is for the land department to carry out unified real estate registration.

In October, the unified book and certificate style of real estate registration formally solicited opinions from the land and resources system, members of the inter-ministerial joint meeting of real estate registration and relevant ministries and commissions.

According to the person in charge of the Real Estate Registration Office of the Ministry of Land, after extensive collection and systematic study of the evidence patterns of real estate registration books in China, Germany, Japan, Taiwan and other countries and regions, we have organized many discussions and exchanges between local basic-level practical operators and some university experts and scholars, on the basis of field trial filling and revision in Chongqing, Jiangxi, Tianjin, Beijing and other places. The unified book certificate style of real estate registration has been formed (see draft for advice).

In November, the Central editorial Office sent approval documents to the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture, and the State Forestry Administration on the establishment adjustment of institutions such as the Real Estate Registration Center of the Ministry of Land and Resources.

The Central editorial Office approved that the China Land and Mineral legal Affairs Center (the Land dispute Mediation Center of the Ministry of Land and Resources) was renamed to the Real Estate Registration Center of the Ministry of Land and Resources (the legal Affairs Center of the Ministry of Land and Resources). Mainly responsible for real estate registration related policy, business, technical support work and land and resources legal affairs work.
