Promote the reduced utilization of chemical fertilizers and pesticides and reduce agricultural non-point source pollution. In 2014, the central government allocated 700 million yuan to support 2463 project counties (farms and units) to implement soil testing formula fertilizer subsidy projects, covering 540000 villages, and providing soil testing formula fertilization technical services to 190 million farmers free of charge. The central government allocated 650 million yuan to support professional plant protection service organizations and new types of agricultural production and operation entities to carry out unified control, green pest control and emergency prevention and control, covering an area of 1.35 billion mu.

Carry out the construction of large-scale standardization of aquaculture to prevent environmental pollution caused by sick and dead animals. In 2014, about 10,000 large-scale farms (communities) were supported, and the proportion of large-scale breeding of pigs exceeded 40%. We persisted in carrying out centralized immunization in spring and autumn, and there was no major animal epidemic. The central government subsidized 754 million yuan for harmless treatment of sick and dead pigs in farms, and pilot work on a long-term mechanism for harmless treatment of sick and dead pigs was launched in 212 counties in 19 provinces across the country. Support to carry out standardized transformation of more than 3.1 million mu of ponds and promote the restoration of the ecological environment of aquaculture.

Strengthen the treatment of agricultural waste and improve the level of resource utilization. In 2014, the central government invested 290 million yuan to implement a demonstration of plastic film recycling in 73 demonstration counties in eight provinces, cities (regions), including Xinjiang and Gansu, with an additional residual film processing capacity of about 59000 tons and a recovered plastic film area of about 19.85 million mu. Promote the returning of straw to the field, popularize the technology of raising livestock with straw, and explore new models for the development of specialized storage, industrial processing, planting and breeding cycle. In 2014, the central government invested 2.5 billion yuan to build 390000 rural household biogas, 6910 rural service outlets, and 9917 aquaculture areas and joint household biogas projects.

Develop leisure agriculture and promote the construction of beautiful villages. Up to now, the Ministry of Agriculture has created 149 national leisure agriculture and rural tourism demonstration counties and 386 demonstration sites, introduced 140most beautiful leisure villages and 247beautiful countryside in China, and identified 1100 pilot projects for "beautiful villages".

In view of some problems still existing in the rural human settlement environment, in the next step, the Ministry of Agriculture will, in accordance with the requirements of the central government, put the improvement of the rural human settlement environment in a more important position and earnestly change the mode of agricultural development. we will steadily improve the level of harmless disposal and resource utilization of agricultural waste, constantly enhance the ability of agricultural sustainable development, and build beautiful villages. First, we will promote the transformation of the mode of agricultural production. Make great efforts to popularize eco-friendly agricultural technology, do a good job in promoting the whole system of soil testing and formula fertilization and the cooperation between agriculture and enterprises to popularize formula fertilizer, reasonably guide appropriate scale breeding, promote the scientific separation of breeding and living areas, and strengthen the construction of standardization. we will support the development of specialized treatment of livestock and poultry manure and strengthen the harmless treatment of sick and dead animals. Popularize straw resource utilization and energy utilization technology, focus on the construction of productive public service facilities, expand the norms for the construction of beautiful villages and leisure agriculture, and improve the quality of construction. The second is to strengthen scientific research and the formulation of standards. To organize and carry out scientific research on key technologies and equipment such as comprehensive utilization of straw, treatment of agricultural non-point source pollution, and bio-pesticides; strengthen technological integration to form a number of replicable and popularable agro-ecological environment treatment models; speed up the establishment of industry standards and quality testing standard systems for biological fertilizers and plastic film-related products, and standardize production and application.
