The draft Law on Botanical Physicians was sent to the political Yuan at the end of last year, but it was returned because many problems in the draft had not yet been clarified. Yesterday (9), the Council of Agriculture invited people from all walks of life to participate in the public hearing. Chen Jizhong, vice chairman of the Council of Agriculture, points out that when you get sick, you need to see a doctor, and you also need to see a doctor when a plant is sick, which involves cooperation in various fields, such as soil, fertilizer, crop management, and pest management. on the other hand, the Council of Agriculture will not stop its operations because the legislative process is not smooth, and the Council of Agriculture will continue to cooperate with the four major botanist universities in demonstration programs, so that later legislation can be better put in place. It is hoped that the draft will be sent to the Executive Yuan again in May this year.
Xu Fu, director of the Food Safety Office of the Executive Yuan, said that in January this year, the political commissar held a meeting on the draft "Botanist Law", which was summarized into four major issues, which must be rediscussed, including the insufficient number of botanists and the increase in demand in the future. draw up detailed supporting measures; counseling and supporting measures for current pesticide traders; doubts about the name of plant "physician" The business scope of botanical physicians must be clarified from the forest, horticulture, agronomic technician and other related plant protection business of the current national examination system.
Gao Palin, a botanist in Meinong, believes that to be a good botanist, you need not only a professional, but also the patience to listen and the ability to talk and interact with farmers.
Agricultural enterprises are willing to hire botanists.
Although botanists are highly professional, what is the actual market demand? Bai Peiyu, CEO of Yongling Organic Farm, pointed out, "now there are Line groups that will discuss related problems in the field, but there are three or four answers to the same question, which will actually make farmers very scared and frightened." therefore, there is a great need for an experienced team in the field to point out what is wrong, whether it is excessive or improper fertilization, so that it can be dealt with immediately, "so that it can be managed effectively. I can not only reduce the cost of fertilizer, but also increase the harvest. "
Pai Peiyu calculates that in the case of this farm, the monthly fee for fertilizer and materials is NT $9 million, but through the professional guidance of botanists, the fee can be reduced to NT $7 million. "that is equivalent to earning NT $2 million now. With the accumulation of experience, it is possible that the material fee will become NT $50,000 or NT $6 million next year, while increasing the harvest at the same time." It is stressed that there is no need to wait for the legislation to be passed, and now willing interns can help find teachers, provide venues, give salaries, and so on.
Xiong Yaping, chairman of the bright green agricultural technology company, also said that as far as soil testing is concerned, if the soil is taken to the agricultural testing center to register for three months, it is very expensive to buy your own soil detector. In the past, he also worked with the school to recruit six trainee botanists, but in the end, no one came.
Chen Liling, director of the department of botanical medicine at Pingtung University of Science and Technology, points out that because Pingtung is a major agricultural county, she often has the opportunity to help see a doctor, and farmers often say that botanists are very good, and there will be no misuse of drugs. Sun Yanzhang, director of the Society of Tree Medicine, also said that every agricultural enterprise needs at least one botanist, which can reduce the loss from 30% to 10%, and there is a big market for farmers to increase their income.
Through the guidance of laws and regulations, the employment of botanists can be partially compulsory.
Yan Chenfeng, the chief technical officer of the Bureau of Prevention and Quarantine, said that in the future, it will be stipulated in the law of action, such as the pesticide management law to stipulate the classification of pesticides, prescription drugs and over-the-counter drugs in the future, plant doctors can only buy them with prescriptions; plant disease prevention and quarantine laws, monitoring and investigation, pest identification, and so on, can be introduced into the operation space of plant medicine; and farm registration rules currently require farm technical personnel, which can also be combined with plant medicine in the future.
Chen Jizhong said that through relevant amendments such as the Pesticide Management Law, it will become mandatory to hire botanists to a certain extent. Feng Haidong also said that, for example, the Animal Husbandry Law stipulates that livestock farms must have veterinarians, which can also require farms to employ professional botanists. like this, if it becomes job security, it can also enhance the development of the industry.
Chen Jizhong stressed that he would first let the botanist law be passed, and then gradually adjust the details, hoping to send it to the Executive Yuan in May this year. However, the Botanical Doctor Law has not yet been passed, and coupled with the fact that it will take time to cultivate talents, Feng Haidong also estimates that the first batch of people who have passed the national examination to obtain a botanist certificate will enter the industry as soon as 2023, and before that, we also need to continue to promote the demonstration program, so that the future legislation can be passed more smoothly.
