The circulation area of contracted cultivated land in rural areas accounts for 28.8% of the total contracted cultivated land.

Chinese Minister of Agriculture Han Changfu said at a land transfer video conference held by the Ministry of Agriculture on the 4th that as of the end of June 2014, the transferred area of contracted cultivated land in rural areas across the country had reached 380 million mu, accounting for 28.8% of the total contracted cultivated land.

In recent years, the proportion of contracted cultivated land transfer has increased year by year, with an increase of 4.8 percentage points last year and another 2.8 percentage points in the first half of this year. Last year, the circulation area of contracted cultivated land in rural areas reached 340 million mu, and another 40 million mu were transferred in the first half of this year.

According to reports, at present, there are 3.17 million large specialized households in rural areas, 870000 family farms, 1.24 million farmers' cooperatives and 120000 leading enterprises in agricultural industrialization.

Han Changfu believes that guiding the orderly circulation of rural land management rights and developing appropriate scale operation of agriculture is the urgent need to develop modern agriculture and to adhere to and improve the basic management system in rural areas. it is the urgent need to protect the legitimate rights and interests of farmers, to maintain harmony and stability in rural areas, and to solve the outstanding problems in land circulation and scale operation.

Han Changfu pointed out that it is necessary to grasp the basis of stabilizing the contracting relationship, ensure the orderly transfer of land management rights, and grasp the degree of scale operation.
