Medium-and low-yield fields account for 70% of the total cultivated land, cultivated land quality degradation accounts for more than 40%, and the area of polluted cultivated land is relatively large. the over-standard rate of cultivated land soil in the whole country is 19.4%. The problems of eutrophication of surface water in the south and nitrate pollution of groundwater in the north are prominent, and there are more agricultural film residues in the northwest and other places.

Bi Meijia said that China will carry out the green production model and run through the whole process of the green concept. In the technical path, promote new varieties with high yield, high efficiency and multi-resistance, promote scale, standardization and mechanization, promote the quality construction of cultivated land, and vigorously promote fertilizer control, drug control, water control and other cost-saving and efficiency-increasing technologies. The plan strives to achieve "zero growth" in the use of chemical fertilizers and pesticides in grain and agricultural production by 2020, and strive to improve land output rate, input utilization rate and labor productivity.

It is understood that the Ministry of Agriculture is taking a series of measures to solve the problems of agricultural ecological environment. Including improving acidification, salinization and other obstacle soil, improving soil fertility, through soil testing formula fertilization, the integration of water and fertilizer, deep ploughing and deep loosening, to maintain the fertility and hydraulic power of cultivated land. At the same time, efforts should be made to control the application amount of chemical fertilizers and pesticides as well as pesticide residues, and control the pollution of heavy metals and organic matter to the soil.
