According to the reporter's understanding, the mildew rate of corn for farmers this year is much higher than the standard for purchasing stored grain, which makes it difficult to return cars and sell grain. Relevant state departments may issue relevant documents in the near future to relax the storage standards for moldy corn.

On November 25, the National Development and Reform Commission, the State Grain Administration and other four departments have issued a timely notice requiring that from the same day, the four provinces and regions of Northeast China will start the purchase of national temporary storage corn. Up to now, the acquisition of temporary storage corn in Heilongjiang and Jilin provinces has been slow to start on a large scale, and some of the direct storage sites that have started the acquisition have only purchased corn with mildew of less than 2%.

A grain broker in Daqing City, Heilongjiang Province, told reporters that after the purchase of temporary storage corn began to be carried out, the purchase sites of the local warehouse did not buy corn with a mildew rate of more than 2%, which led to a lot of car returns.

Due to the high temperature and more Rain Water during the grain growing period in Northeast China this year, coupled with the influence of leap month and today's warm winter, large-area "standing stalk" and stacking mildew occurred in corn.

Lu Rongwei, general manager of Harbin Grain and Oil Trading Company, told reporters: "after October, the temperature in Heilongjiang is on the high side, coupled with the influence of rain and snow in the later period, some unharvested corn is' station mildew', and the harvested corn is also moldy because it has been stacked for too long. From what we know, the mildew rate of corn in Harbin is less than 2%, accounting for about 20%, and the general mildew rate is 4% and 8%. Compared with the same period last year, the situation is slightly more serious. " The reporter learned from the grain bureaus of Heilongjiang Province and Jilin Province that the situation of excessive mildew of corn in the above two provinces is relatively serious. Only corn with a mildew rate of more than 2% in Heilongjiang Province accounts for more than half of the province's total corn production, and the situation in Jilin Province is also not optimistic.

In the grain year of 2013, Heilongjiang corn also had a large-scale mildew. Through the coordination of the relevant departments at the central and local levels, the temporary storage corn in the province purchased and implemented the "National Grain Fa (2010) 178document" and relaxed the mildew standard to 5%. The problem of selling grain for mildew farmers was solved.

The China Grain Storage Corporation announced on December 7 that before the country issued a new policy, the index of corn temporary storage and purchase of mildew grains was carried out according to the standard of no more than 2% determined by the meeting of relevant state departments. On December 3, Heilongjiang Branch has arranged for all directly affiliated warehouses to start the temporary storage and acquisition of corn in accordance with the current national policy.

The objection on the collection and storage standard directly led to the large-scale purchase of temporary storage corn in Heilongjiang and Jilin, resulting in the failure of most farmers to purchase new grain corn into the warehouse in time, and the mildew rate of corn continued to rise.

It is reported that on December 8, six ministries and commissions led by the National Development and Reform Commission have completed a survey on the mildew rate of corn in Heilongjiang and Jilin provinces, and a document on relaxing the acquisition standards may be issued in the near future. Relaxing the storage standard of moldy corn will alleviate the difficulty of grain sales for corn growers in Northeast China in time. After the start of large-scale acquisition, the acquisition speed will be accelerated, and to a certain extent, the quantity and proportion of mildew corn grain can be reduced, and the grain quality can be effectively guaranteed.
