Yin Chengjie said in his speech that China's economy has entered a new normal and urbanization has entered a stage of rapid development, but it is still faced with many outstanding problems. He pointed out that the new type of urbanization should adhere to "people-oriented, synchronization of the four modernizations, optimal layout, ecological civilization, cultural heritage and market orientation." We should start with reform to solve the land problem in the new type of urbanization. We should adhere to the principle of "strictly controlling the total amount, adjusting and optimizing the structure", deepen the reform of the land management system, establish a regulation and control mechanism for the scale structure of urban land use, and improve the system of land conservation. We will deepen the reform of the rural land management system, accelerate the determination of land rights, and promote the separation of the three rights and the reform of the land expropriation system on the basis of the strictest cultivated land protection system.

Han Jun said in his speech that the reform of the rural collective property rights system is related to the vital interests of farmers and the future direction of the basic rural management system.
