The number of grain import quotas announced in 2015

In accordance with the interim measures for the Administration of Import tariff quotas for Agricultural products (decree No. 4 of 2003 of the Ministry of Commerce and the National Development and Reform Commission), the quantity, application conditions and distribution principles of grain import tariff quotas for 2015 are hereby announced as follows:

I. quantity of quota

In 2015, grain import tariff quotas were: 9.636 million tons of wheat, 10% of non-state trade, 7.2 million tons of corn, 40% of non-state trade, 5.32 million tons of rice (including 2.66 million tons of long-grain rice and 2.66 million tons of medium-and short-grain rice), and 50% of non-state trade.

II. Application conditions

The basic conditions for applicants for 2015 grain import tariff quotas are: registration with the industrial and commercial administration department before October 1, 2014; good financial position, tax record and integrity; strictly implement the statistical system of grain circulation and abide by the minimum and maximum inventory regulations for grain operators. From 2012 to 2014, there was no record of violations in customs, industry and commerce, taxation, foreign exchange, inspection and quarantine, grain circulation and environmental protection, no credit record of non-performing loans, and no violation of the interim measures for the Administration of Import tariff quotas of Agricultural products.

Subject to the above conditions, applicants for import tariff quotas must also meet one of the following conditions:

(1) Wheat

1. State-owned trading enterprises

2. Enterprises with import performance (excluding agent import) in 2014

3. Flour producers with wheat consumption of more than 100000 tons in 2013 or 2014

4. Food production enterprises with flour consumption of more than 50,000 tons in 2013 or 2014

5. An enterprise that has no import performance in 2014, but has the right to import and export and has the production capacity certificate of processing trade issued by the local commercial department and engaged in processing trade with wheat or flour as raw materials.

(2) Corn

1. State-owned trading enterprises

2. Enterprises with import performance (excluding agent import) in 2014

3. Feed production enterprises with corn consumption of more than 50,000 tons in 2013 or 2014

4. Other production enterprises that used more than 150000 tons of corn in 2013 or 2014

5. An enterprise that has no import performance in 2014, but has the right to import and export and has the production capacity certificate of processing trade issued by the local commercial department and uses corn as raw material to engage in processing trade.

(3) Rice (long-grain rice and medium-short grain rice need to be applied separately)

1. State-owned trading enterprises

2. Enterprises with import performance (excluding agent import) in 2014

3. Grain enterprises with grain wholesale and retail qualifications and rice sales of more than 100 million yuan in 2013 or 2014

4. Food production enterprises with rice consumption of more than 50,000 tons in 2013 or 2014

5. An enterprise that has no import performance in 2014, but has the right to import and export and has the production capacity certificate of processing trade issued by the local commercial department and uses rice as raw material to engage in processing trade.

Group enterprises with multiple processing plants shall declare and use import quotas independently in the name of each processing plant. Trade-oriented enterprises applying for rice import tariff quotas may choose to apply in the name of group headquarters or subordinate enterprises, but headquarters and subordinate enterprises may not apply at the same time.

III. Application time

The application time for 2015 grain import tariff quotas is from 11 to 25 December 2014.

Applicants can collect it from an agency authorized by the National Development and Reform Commission, or download the Application form for Import tariff quotas for Agricultural products from the website of the National Development and Reform Commission (http://www.ndrc.gov.cn) and fill in the form truthfully.

The authorized agencies of the National Development and Reform Commission are responsible for accepting the applications of enterprises within the territorial scope, and send the applications that meet the publication requirements to the National Development and Reform Commission before December 31, 2014, and copy them to the Ministry of Commerce at the same time.

The declaration information of the enterprise will be published on the website of the National Development and Reform Commission.

IV. Principle of distribution

The above-mentioned grain import tariff quotas will be allocated according to the applicant's actual production and operation capacity (including historical production and processing, import performance, operation, etc.) and other relevant commercial standards.

V. Distribution result

Applicants can check the number of grain import tariff quotas obtained in 2015 on the website of the National Development and Reform Commission.

VI. Use of quotas

The above-mentioned import tariff quotas for grain obtained by the applicant must be for self-use, and the imported goods shall be processed and operated by the enterprise. Among them, the imported wheat and corn need to be processed and used in our factory, and the imported rice should be organized and sold in the name of the enterprise.
