To meet the needs of modern agricultural production and operation, the Ministry of Agriculture and the Ministry of Education have issued the "implementation of the training Program for New Vocational Farmers in Secondary Vocational Schools" to make institutional arrangements for farmers to receive vocational education at or above the secondary level. to protect farmers' right to receive agriculture-related vocational education. The third is to explore and innovate the model of farmers' education and training mechanism. The selection and cultivation object revolves around the development of leading and characteristic advantageous industries, focuses on the new main body of agricultural production and operation, mainly professional farmers of production and operation type, pays more attention to the application of information means, and uses cloud computing and big data technology to realize online training, mobile Internet services, online technical consultation and follow-up management evaluation for cultivating farmers. The fourth is to strengthen the ability building of farmers' education and training conditions. We will speed up the construction of a multi-tiered and widely covered new type of professional farmers' education and training system, promote the integrated construction of air classes, field classes, mobile classes and intelligent farmers' cloud platform, and implement the construction project of "Ministry of Agriculture's new mobile classes for professional farmers". Constantly strengthen the support capacity of education and training.

At the same time, various localities have also strengthened guidance, increased investment, expanded the coverage of pilot demonstrations, explored innovative working systems and mechanisms, and the relevant policies for strengthening farmers and benefiting farmers and rich farmers have been tilted towards a new type of professional farmers. a new type of professional farmers with culture, technology, and management is rapidly forming. In 2014, the number of professional farmers cultivated in Shaanxi and Shanxi alone exceeded 100000. According to preliminary statistics, at present, the national training of various types of new professional farmers is expected to exceed 1 million, and more and more new professional farmers are propping up the blue sky of modern agriculture.
